Dr. Rabia Akhtar moderates a session on Cyber Technologies, International Security 

Lahore, March 22, 2022 (PPI-OT):On January 25, 2022, Dr. Rabia Akhtar (Director, Center for Security, Strategy and Policy Research (CSSPR), moderated a session on “Cyber Technologies, Artificial Intelligence and International Security.” It was jointly organized by the Arms Control and Disarmament Center (ACDC) and the United Nations Institute for Disarmament Research (UNIDIR).

The session was aimed at assessing the impact of emerging technologies on regional and international security environments. The panellists discussed how developments in the cyber domain and the advent of Artificial Intelligence have vitiated the security environment. They argued that such phenomena have challenged traditional providers of security, by opening up many a pathway to exact coercion.

Dr. Akhtar, in her remarks, said that one of the most subversive effects of emerging technologies is that it allows countries to achieve cross-domain coercion, and that too without attributability. She, however, said that the generation of mutual risks could also stabilize relationships but attenuate the prospect of substantive dialogues on arms control. The participants agreed that new approaches to arms control should be adopted to include those that are grounded in conflict resolution mechanisms.
