Punjab Assembly defers 16 zero-hour notices due to ministerial absence 

Islamabad, December 17, 2021 (PPI-OT):The Punjab Assembly deferred 16 zero-hour notices due to absence of relevant ministers on Friday, observes Free and Fair Election Network (FAFEN) it its daily factsheet.

Following are key observations of the House proceedings during the third sitting of the 38th session:

Members’ Participation

The House met for an hour and 12 minutes.

The sitting started at 10:58 am against the scheduled time of 09:00 am.

A member of panel of chairpersons presided over the entire proceedings in the absence of speaker and the deputy speaker.

The leaders of the house (chief minister) and the opposition did not attend the sitting.

As many as nine MPAs (2%) were present at the outset and 39 (11%) at the adjournment of the sitting.

Parliamentary leader of PRHP attended the sitting.

One out of eight minority lawmakers attended the sitting.

Output

Minister for law presented the forensic audit report on the accounts of Lahore Waste Management Company for the Audit Year 2018-19 and the Audit Report on the Accounts of Waste Management Company Gujranwala, Rawalpindi and Sialkot and the Cattle Market Management Company Lahore, Gujranwala, Rawalpindi and Sargodha for the audit year 2018-19.

Representation and Responsiveness

The House took up nine out of 22 starred questions while lawmakers asked 14 supplementary questions as well.

Two adjournment motions were deferred due to ministerial absence while one sponsored by a PML-N lawmaker was referred to the special committee.

Minister for law responded to a zero-hour notice regarding difficulties being faced by women to get financial assistance under Ehsaas Program in Sahiwal.

Sixteen zero-hour notices were deferred due to absence of relevant ministers. These notices were related to ministries of Hosing, urban development and public health engineering; primary and secondary health care; environment protection; school education; home ministry; industries and commerce; local government and community development and higher education.

The House was adjourned to meet again on Monday, December 20, 2021 at 01:00 pm.

Clarification on WTC points penalty on England

Dubai, December 17, 2021 (PPI-OT):The International Cricket Council (ICC) has clarified that England have been penalised eight ICC World Test Championship penalty points for maintaining a slow over rate in the first Test against Australia in Brisbane last week.

As per Article 2.22 of the ICC Code of Conduct for Players and Player Support Personnel, which relates to minimum over-rate offences, players are fined 20 per cent of their match fee for every over their side fails to bowl in the allotted time, up to a maximum fine of 100 per cent of the match fee.

England were eight overs short (not 5 overs short as previously announced) but were only fined 100 per cent of their match fee due to the limit. However, the points deduction for penalty overs is not capped and must reflect the actual number of penalty overs a team is short of the minimum requirement as per Clause 16.1.2 of the ICC Playing Conditions, hence they have been penalised one point for each over they were short.

HBL PSL 2022: PCB and franchises agree on two additional picks 

Lahore, December 17, 2021 (PPI-OT):Pakistan Cricket Board and all six HBL PSL franchises have agreed that all teams may pick two additional players each in the Supplementary Category for the HBL Pakistan Super League 2022 to be held from 27 January to 27 February.

Although each side can select one foreign player each, the decision opens up opportunities for the local emerging cricketers to experience franchise cricket that will contribute in their grooming and development. Separately, this will also provide extra players to the teams, should they require for reasons beyond their control.

The teams will pick additional players in the Replacement Player Draft, which is expected to take place through a virtual session on 7 January 2022.

Karachi Kings will have the first option to pick the first additional player, followed by Lahore Qalandars, Islamabad United, Quetta Gladiators, Multan Sultans and Peshawar. This order has been decided through a random draw.

Using the reverse order format, the second picks will be as follows: Peshawar Zalmi, Multan Sultans, Quetta Gladiators, Islamabad United, Lahore Qalandars and Karachi Kings.

All to play for in Quaid-e-Azam Trophy final round 

Karachi, December 17, 2021 (PPI-OT):The ninth round of the first-class Quaid-e-Azam Trophy confirmed Northern at the top position with 127 points. In the 10th and final round of the double-league group-stage, which begins on 18 December, as many as four teams –Central Punjab, Northern, Khyber Pakhtunkhwa and Sindh – will battle for the pink ball final from 25-29 December at the National Stadium.

Central Punjab v Khyber Pakhtunkhwa at UBL Sports Complex

Central Punjab holds the fourth spot with 103 points while Khyber Pakhtunkhwa with three wins from nine matches occupies second spot with 124 points. Central Punjab will have to play out of their skins if they want to reach the third final in as many years, while a simple win will take Khyber Pakhtunkhwa in the final.

Central Punjab can restrict Khyber Pakhtunkhwa to earn place in the final as a simple win over the latter will provide chance to third-placed Sindh to qualify for the final if they win their encounter against fifth placed Southern Punjab.

In their previous outing in this season between Central Punjab and Khyber Pakhtunkhwa at Multan Cricket Stadium from 17-20 November, the match was played out a drawn. For Central Punjab, Mohammad Saad scored 98 in the first innings, who will captain the team in tomorrow’s match, while in bowling department right-arm fast Mohammad Ali picked nine wickets in the match.

For Khyber Pakhtunkhwa, right-arm fast Imran Khan Snr bagged six wickets in the match. For tomorrow’s match, Khyber Pakhtunkhwa will get a boost with the return of their captain Iftikhar Ahmed and international players Fakhar Zaman and Mohammad Wasim Jnr. Central Punjab captain Mohammad Saad: “Tomorrow’s match is very important for us. We will go all out for a comprehensive win to get maximum points to give ourselves a chance to qualify for the final. Players are excited and are willing to give their best to play another final of the trophy.”

Sindh v Southern Punjab at NBP Sports Complex

Sindh are currently positioned at number three in the points table, but a win against fifth spot Southern Punjab at the NBP Sports Complex in their final fixture will give them a chance to qualify for the final provided Khyber Pakhtunkhwa doesn’t do well against Central Punjab.

In the last outing between both sides, the match was played out a drawn at Gaddafi Stadium, where Southern Punjab’s captain Umar Siddiq top-scored with 84 in the first innings. For Sindh, right-arm fast Sohail Khan picked five wickets in the match.

Balochistan v Northern at State Bank Stadium

Bottom placed Balochistan will take on the table toppers Northern which will be live-streamed on PCB’s YouTube channel. Balochistan will aim to finish the tournament on a winning note, while Northern who will have the services of in-form Haider Ali will be eyeing for yet another win before going into the final.

Northern’s Faizan Riaz and Umar Amin are positioned at number three and four, respectively on the batting charts and their captain Test spinner Nauman Ali will like them to continue the form in help them lift the trophy. The captain with left-arm spin has taken 20 scalps from 10 outings in the tournament.

For Balochistan, left-arm spinner Kashif Bhatti holds the fifth spot in the bowling charts taking 26 wickets from six matches. Sindh’s left-arm pacer Mir Hamza and left-arm spinner Mohammad Asghar share 47 wickets between them from 14 matches.

Shenzhen, as pilot demonstration zone, showing high attraction of investment at GIPC

SHENZHEN, China, Dec. 17, 2021 /Xinhua-AsiaNet/– At the 2021 Shenzhen Global Investment Promotion Conference (GIPC) held on December 15, more than 260 projects were signed, with a total investment of more than 820 billion yuan.

Fruitful results have been delivered. Shenzhen, with innovation as its signature, has accelerated the building of the pilot demonstration zone, enabling the gloomy world economy amid the epidemic, to feel the momentum of investing in China and Shenzhen.

The conference featured various high-tech and international elements, such as live streaming and Extended Reality (XR) technology, as well as a promotional video full of technological and futuristic sense, bilingual host, simultaneous interpretation in Chinese, English, German, and Japanese. Its online investment promotion exhibition halls provided an immersive interactive experience, demonstrating highlights of each district of Shenzhen, according the Organizing Committee of GIPC.

GIPC included 12 district-level investment promotion events and overseas events held in 12 cities in 5 continents before the main event on December 15, the latter of which witnessed the signing at site of 44 major projects including ABB, Metro mall and American Express.

Cao Yang, head of ABB Electric Transportation business unit in China, a Fortune 500 company, believes that Shenzhen is the highland of digital development, and smart buildings, electric transportation are developing very fast. The rapid development of emerging industries constantly drives global enterprises to invest. “We deeply feel that Shenzhen, as a city of scientific and technological innovation, has the comprehensive advantages of complete industrial chain and talents, as well as supporting policies. This provides more confidence for ABB to further increase its investment in Shenzhen,” he said. In the conference, ABB settled its electric transportation project’s China headquarters in Shenzhen.

Jian Zheng, deputy director of the Commerce Bureau of Shenzhen Municipality, said that many famous French enterprises, including Airbus and Sanofi, have also taken root in Shenzhen and look forward to strengthening exchanges and win-win cooperation.

Sun Lu, head of Airbus China Innovation Center, said the center, which was officially inaugurated in Shenzhen in 2019, is one of airbus’s two innovation centers worldwide. “Despite the epidemic, the center has cooperated with local suppliers in Shenzhen for over 100 orders. We also cooperate with Tencent, Appotronics Corporation Ltd. and other enterprises to provide new aviation application products,” he said.

Official data show that in the first 10 months of this year, Shenzhen has attracted more than 20.99 billion USD foreign contractual capital and 8.8 billion USD were in actual use, with an year on year growth up to 19.8 percent and 24.8 percent, respectively, maintaining a stable and good trend.

It can be seen from the hot spots of foreign investment that Shenzhen has accelerated the development of strategic emerging industries and future industries, built a highland of scientific and technological and industrial innovation with global influence, and brought new opportunities to global investment.

According to the 14th Five-Year Plan (2021-2025) for National Economic and Social Development of Shenzhen and the Long-range Objectives through the Year 2035, Shenzhen, for the first time, included the added value of core industries in the digital economy as a proportion of GDP.

Shenzhen’s blueprint in emerging industries mainly relies on the accumulation of technology in scientific and technological innovation over the years. In fact, Shenzhen leads China in the number of operational data centers, 5G base stations and industrial scale. Shenzhen’s innovation force, represented by Huawei and ZTE, is an important engine for Shenzhen to build itself into an international science and technology innovation center in the Greater Bay Area. In the process of building a pilot demonstration zone, Shenzhen has continuously optimized the international business environment and attracted talents worldwide.

The participants generally agreed that Shenzhen, as one of the first six pilot cities for improving business environment promulgated by the State Council of China, will improve the level of cross-border trade facilitation, optimize the management of foreign investment and international talent services, and concentrate on creating a high-quality world-class business environment, which will further enhance the attractiveness of the city.

“I think the general situation is good for Shenzhen, because in the south part of China, especially in the GBA, we have very good business environment,” said Klaus Zenkel, Chairman of the South China Office of Commerce of the European Union Chamber of Commerce in China.

Shenzhen is also actively promoting the legislation of the Special Economic Zone of the “Regulations on Foreign Investment in the Shenzhen Special Economic Zone”, proposing to fully implement the pre-entry national treatment with negative list management system, to comply with international rules, and to comprehensively improve the level of opening-up.
