Lack of quorum leads to adjournment of NA sitting 

Islamabad, December 24, 2021 (PPI-OT):The National Assembly opened debate on Sialkot incident on Friday but was adjourned due to lack of quorum, observes Free and Fair Election Network in its Daily Factsheet.

Following are key observations of the proceedings during second sitting of the 39th session:

Members’ Participation

The National Assembly met for 25 minutes.

The sitting started at 11:34 am against the scheduled time of 11:00 am.

The deputy speaker chaired the entire sitting in the absence of speaker.

The leaders of the house (Prime Minister) and the opposition did not attend the sitting.

A newly elected PML-N lawmaker took oath.

As many as 67 (20 percent) lawmakers were present at the outset and 40 (12 percent) at the adjournment of the sitting.

Four minority lawmakers were present.

Representation and Responsiveness

Moved by Advisor to Prime Minister on Parliamentary Affairs, the House passed a motion to suspend regular agenda for discussion on Sialkot incident.

Advisor to Prime Minister on Parliamentary moved a motion under Rule 259 for debate on Sialkot incident. A PML-N lawmaker spoke on it for three minutes and demanded the presence of Minister for interior in the House during debate on it.

Order and Institutionalization

A lawmaker belonging to PML-N pointed out the quorum at 11:54 am which was found incomplete upon counting.

The House was adjourned to meet again on Monday, December 27, 2021 at 04:00 pm.

Transparency

‘Orders of the Day’ was available to legislators, observers and public.

Attendance of lawmakers was available to media and observers.

Punjab Assembly defers 10 zero-hour notices, debate on agriculture

Islamabad, December 24, 2021 (PPI-OT):The Punjab Assembly deferred 10 zero-hour notices and debate on agriculture, observes Free and Fair Election Network (FAFEN) it its daily factsheet on Friday.

Following are key observations of the House proceedings during the seventh sitting of the 38th session:

Members’ Participation

The House met for an hour and 39 minutes.

The sitting started at 10:53 am pm against the scheduled time of 09:00 am.

A member of panel of chairpersons presided over the entire proceedings in the absence of speaker and the deputy speaker.

The leaders of the house (chief minister) and the opposition did not attend the sitting.

As many as 26 MPAs (7%) were present at the outset and 61 (16%) at the adjournment of the sitting.

Parliamentary leaders of all political parties were absent.

None out of eight minority lawmakers attended the sitting.

Output

Minister for law presented the performance audit reports on Tehsil Headquarters hospital Khushab and Establishment of Government Aziz Bibi hospital Roshan Bheela District Kasur for the Audit Year 2018-19.

Representation and Responsiveness

The House took up ten out of 34 starred questions while lawmakers asked 19 supplementary questions as well. The remaining 23 questions were disposed of due to absence of relevant lawmakers and one was deferred on mover’s request.

The House did not hold debate on agriculture while ten zero-hour notices were deferred.

Parliamentary Secretary for Housing, Urban Development and Public Health Engineering responded to a zero-hour notice regarding Rawalpindi Ring Road scam.

Two adjournment motions related to Higher Education and General Administration Departments were referred to the special committees.

The House was adjourned to meet again on Monday, December 27, 2021 at 01:00 pm.

MTH Organized a Free Medical and Dental Camp 

Faisalabad, December 24, 2021 (PPI-OT):MTH Organized a Free Medical and Dental Camp at Adiala Jail Rawalpindi Madinah Teaching Hospital under the auspices of Madinah Foundation organized a free medical and dental camp at Adiala Jail Rawalpindi on December 23, 2021.

Under the supervision of Prof Dr Mian Farrukh Imran, a team of expert doctors including Dr Muhmmad Bilal and Dr Faryal Saeed, Dentists, Dr Farzan Ahmad, Medical Specialist, Dr Nabeel Sultan, Ophthalmologist, Dr Nouman Ahmad, Surgeon and other ENT, Skin and Orthopedic specialists treated more than 450 patients. These patients were also given medicines free of cost.

It was the 3rd free medical camp at Adiala Jail organized by Madinah Teaching Hospital during this year. Mr Adnan Mushtaq, Additional Sessions Judge Rawalpindi and Mr Shoukat Ali, DIG Prisons Rawalpindi Region appreciated the philanthropic activities of Madinah Foundation particularly in health sector.

First-ever meeting of Board of Studies of the Department of Economics, University of Chitral held on December 21, 2021 

Chitral, December 24, 2021 (PPI-OT):The first-ever meeting of the Board of Studies (BoS) of the Department of Economics, University of Chitral was held on December 21, 2021, to discuss and approve the scheme of studies prepared by the department for different academic programs. The meeting was chaired by Mr. Afaq Ali Muluk, Head of Department.

The members unanimously recommended the scheme of studies for Associate Degree (AD) program in Economics, BS (04 years-08 semesters) program, Bridge semester/ Deficiency courses, M.Sc. program, and M.Phil program in Economics (02 years – 04 semesters). It is expected that all the recommendations regarding the agenda items will be approved from the Academic Council and eventually from the Syndicate of the University of Chitral in its coming meeting. The BoS meeting ended with a vote of thanks by the Head of Department.

Over half (55%) of Pakistanis support Imran Khan government’s policy on the Afghan conflict: Gallup and Gilani Pakistan 

Islamabad, December 24, 2021 (PPI-OT):According to a survey conducted by Gallup and Gilani Pakistan, over half (55%) of Pakistanis support Imran Khan government’s policy on the Afghan conflict.

A nationally representative sample of adult men and women from across the four provinces was asked the following question, “Some people agree with Imran Khan Government’s policy on the Afghan conflict, whereas other people oppose it. What is your collective opinion on this?” In response to this question, 55% said they support it, 19% said they oppose it, and 22% did not know. 4% provided no response.

Chairman PPP Bilawal Bhutto Zardari pays glowing tributes to Father of the Nation Quaid-e-Azam Mohammad Ali Jinnah on his 146th birthday 

Karachi, December 24, 2021 (PPI-OT):Chairman Pakistan Peoples Party Bilawal Bhutto Zardari has paid glowing tributes to Father of the Nation Quaid-e-Azam Mohammad Ali Jinnah on his 146th birthday being celebrated tomorrow across the country.

In his message on the occasion, the PPP Chairman said that attempts were made by the dictatorial forces and their cronies to dent the ideology of the Founder of the Nation and drift the country from his vision but the democratic forces led by PPP have always foiled their designs through monumental struggles.

Bilawal Bhutto Zardari said Quaid-e-Azam Mohammad Ali Jinnah was the tallest personality among his contemporaries and he dreamt an egalitarian country for the Muslims in the sub-continent to live in peaceful cohesion.

He said that it was only Quaid-e-Awam Shaheed Zulfikar Ali Bhutto who accomplished the dream of Quaid-e-Azam by gifting the first-ever unanimous 1973 Constitution to the nation, founded strong economic base in the country and an stronger defence by launching nuclear programme. Shaheed Mohtarma Benazir Bhutto took steps for making Quaid’s Pakistan a welfare state where the rights of women, children and the marginalized segments were given protection and promotion.

He pledged that people of Pakistan and the PPP would following the vision and mission of Quaid-e-Azam Mohammad Ali Jinnah as his Party is the true torch-bearer of the ideology of Pakistan.
