Kurram’s Voter Registration Rate Lags Behind National Average

Kurram: Voter registration in Kurram district stands at 51% of its estimated 2025 population, falling short of the national average by three percentage points. The district's registration rate highlights a significant gender gap, with women representing only 45% of registered voters.

According to Free and Fair Election Network, these figures are derived from district-wise electoral roll statistics released by the Election Commission of Pakistan on December 30, 2025. The data were cross-referenced with population estimates from the 2023 Digital Census, applying a 4.16% inter-censal annual growth rate to Kurram's base population of 785,434, resulting in an estimated 2025 population of 852,141. The registration rate is calculated by comparing the number of registered voters, 435,974, to this estimated population.

Kurram ranks 93rd out of 136 districts nationally by population size and is represented by one Member of the National Assembly. By voter registration rate, it ranks 76th nationally and 28th out of 35 within Khyber Pakhtunkhwa. Among registered voters, 239,654 are male, accounting for 55% of the electorate, while 196,320 are female, making up the remaining 45%. This disparity is reflected in a gender gap of 9.9%, with only 48% of the estimated female population registered, compared to 54% of males.

The lower registration rate in Kurram is attributed to population dynamics seen in districts that receive migrants from surrounding areas. Migrants often remain registered in their original localities, even after being enumerated in Kurram during the census. Additionally, security-related or economic displacement in some Khyber Pakhtunkhwa districts exacerbates this issue, as populations counted in temporary locations may still be registered in their districts of origin.

The statistics underscore the need for targeted voter registration outreach, particularly for women, to address the gender gap and improve overall registration rates ahead of the next general elections.
