The initiative is supported by the Food and Agriculture Organization of the United Nations and seeks to improve the management of water, agriculture, livestock, and rangeland resources in Balochistan.

According to University of Turbat, the memorandum was signed by Mr. Ghous Bakhsh, UoT's Assistant Registrar, and Engr. Shakeel Ahmed, BUETK's Project Manager for RBWRP, during a ceremony at UoT.
