The registration rates were calculated by dividing the number of registered voters, which stands at 134,825, by the district's estimated 2025 population of 393,546. Killa Saifullah ranks 109th in population size out of 136 districts nationally, yet it holds the 121st position in voter registration rate.
The report indicates a significant gender gap as a primary factor for the below-average registration rate. Female voters, comprising 44.9% of the registered electorate, are underrepresented, with their registration rate at 32% compared to 36% for males. The district's registration challenges are attributed to restricted mobility, lower female CNIC penetration, and social constraints on civic participation.
Efforts to bridge this gap include deploying mobile National Database and Registration Authority (NADRA) units and enhancing Election Commission of Pakistan outreach through community networks in Killa Saifullah.
