Dr Shoaib Suddle delivers keynote address on rule of law and accountability at NUST Institute of Policy Studies 

Islamabad, February 01, 2023 (PPI-OT):NUST Institute of Policy Studies (NIPS) organised the keynote address by Dr Shoaib Suddle on the “Building Blocks of National Growth and Prosperity: Rule of Law and Accountability” this week. A distinguished and highly decorated former civil servant, Dr. Suddle, currently Chairman of the One-Man Commission for Minority Rights constituted by the Supreme Court of Pakistan, stated that swift, impartial delivery of justice and the uncompromising rule of law were two fundamental pillars of functional and thriving states and societies. He highlighted the timeless significance and relevance of the rule of law and justice in the context of the Quranic guidance and the ideology of Pakistan’s Founding Fathers.

Dr. Suddle pointed out that public servants must be competent, ethical, independent, neutral, and sufficient in number, and must have ample resources to serve the public honestly and efficiently. He highlighted that legislative, judicial, auditing and review, and public constraints on government powers ensured proper functioning through timely accountability.

The eminent speaker maintained that all the organs of the state, including, legislature, executive and judiciary, were responsible for upholding the rule of law. He further stressed that open government was contingent upon the universality of this responsibility. He underscored that only a state characterized by openness resting on the rule of law could guarantee the fundamental rights and security of the citizens.

The veteran public servant cautioned that societies warped by the generational diffusion of corruption, especially in the dispensation of civil and criminal justice systems, were vulnerable to instability, anarchy, and polarization.

Dr. Suddle further stressed that corruption was the biggest enemy of equal opportunity, and perhaps the biggest factor in the erosion of public trust in the institutions of the state, without which rewards, obligations, and sanctions could not be enforced in the state, economy, and society. He cautioned that the very survival of the state demands that public officials act in good faith and eschew bad faith in the lawful exercise of authority.

Moderated by Director NIPS Mr. Amir Yaqub and attended by veteran statesmen, think tank experts, legal experts, seasoned analysts, researchers, and students, the address was held as part of NIPS Lecture Series – 2023.

The interactive discussion following the keynote called for a series of urgent measures such as judicial reforms; civil service, especially police, reforms; non-discriminatory accountability; and constitutional precedence and observance as cast-iron anchors for socioeconomic stability of the state, national growth, and comprehensive development.

In his closing remarks, Dr. Ashfaque Hasan Khan, Principal, NUST School of Social Sciences and Humanities (S3H) and Director General NIPS, thanked the keynote speaker and the participants for their constructive, concrete, and relevant interventions.

We need compelling stories from subaltern, micro histories to harmonize Pak-Afghan region: GM IPS

Islamabad, February 01, 2023 (PPI-OT):Naufil Shahrukh, general manager operations, IPS addressed as keynote speaker a workshop titled ‘The Rise of Digiplomacy, Stratcom and Storytelling’ organized by Pak-Afghan Youth Forum (PAYF) on January 25, 2023 as part of its youth outreach program, aiming to enhance digital interaction among youth belonging to different ethnic and socio-cultural backgrounds. The participants of the workshop included attendees from Pakistan and Afghanistan.

Speaking on the occasion, Shahrukh apprised the participants about the importance of communication, stating that while the communication has to be two-way in order to be effective, a clarity in the message being communicated is of utmost importance.

The communication strategist also termed storytelling as an integral part of human interaction, highlighting how effectively it is being used now in the areas like business strategic communication, national-building, and even in shaping narratives for the formulation of policies.

He pointed out that even research in the digital era has become much more appealing ever since it has adopted many new forms of propagation. Interestingly in return, the well-cultivated content generated on different social media platforms is also being used in academic research now, which ultimately shapes social and national identities.

Sharing his views in the context of Diplomacy between Pakistan and Afghanistan, the speaker stressed the need for countering the negativity of nationalist, divisive histories and researching and highlighting compelling stories from subaltern and micro histories that can help unite the region socially and economically, so that the people from the two countries could come closer, interact with one another, and benefit from each other’s knowledge, expertise and experiences.

Punjab University CSAS organized a lecture

Lahore, February 01, 2023 (PPI-OT):Prof. Dr. Rehana Saeed Hashmi, Director, Centre for South Asian Studies, University of the Punjab, Lahore, organized a lecture on 31st January 2023(Tuesday) at 11:00 a.m. on “Pakistan – Bangladesh Relations” Prof. Dr. Khawaja Alqama, Dean, Faculty of Social Sciences, Minhaj University, Lahore was the guest speaker.

The guest speaker started the discussion with the talk about history of Pakistan and Bangladesh and what were the historical factors that played their role for the separation of Pakistan and Bangladesh. Moreover, he further elaborated Pakistan-Bangladesh relations and how they were developed.

Dr Alqama emphasized on three potential perspectives through which Pakistan-Bangladesh relations can improve: visionary leadership which can appreciate and understand the importance of regional connectivity, secondly pragmatic diplomatic initiative and effective state strategy to strengthen the ties between both states.

He further mentioned the key points behind the economic strength and growth of Bangladesh, absence of feudal system, effective land reforms, middle class growth and control, leadership is from middle class families, population control and encouraging women labour. Faculty members, M.Phil./Ph.D. scholars of the Centre for South Asian Studies, and Department of Political Science, University of the Punjab, Lahore, attended the lecture in which research scholars and the students participated actively.

Shehbaz Sharif and caretaker government should have regard for sanctity of “Chadhar aur Chardeevri” and refrain from acts of vengeance: Ch Parvez Elahi 

Lahore, February 01, 2023 (PPI-OT):Strongly condemning illegal police raid on Zahoor Elahi House Kunjah Gujrat, former Chief Minister Punjab Ch Parvez Elahi has said that employees of our house were harassed in the darkness of night, caretaker government should refrain from such low lying tactics, we have approached the court over these illegal acts of the caretaker government, we have full faith in the independent judiciary.

In a statement issued here today (Wednesday) Ch Parvez Elahi said that Shehbaz Sharif and the caretaker government should have regard for sanctity of “Chadhar aur chardeevari”, now the people will also stage protest in front of their houses. He said that job of Mohsin Naqvi is only to hold fair and transparent election, terrorism is occurring in the country and the government has engaged the police and the administration in the vengeful activities.

Meanwhile, reacting strongly on this, lawyers, Gujrat University students, and former army officers organizations of Gujrat closed down the markets and business. Representatives of these organizations said that that the police is trampling the sanctity of “Chadhar aur chardeevari” in political victimization, name of Ch Zahoor Elahi House is of respect in politics, police victimization activities on the direction of Punjab government are condemnable, victimization acts of the caretaker government are deplorable, Ch Parvez Elahi is benefactor of Gujrat who has rendered great works for this city, Ch Parvez Elahi has served the people of Punjab, caretaker government is busy in the acts of victimization in order to sabotage the election process.

These leaders included former Secretary Gujrat Bar Irfan Bashir King, Chairman Nishan-e-Haider Group Sheikh Shahkaz Aslam, Markazi Anjuman-e-Tajran Gujrat, students’ bodies of Gujrat University Anjuman Talba-e-Islam, Muslim Students Federation representatives among others.
