Chairman PPP Bilawal Bhutto Zardari says the mini budget will bring tsunami of price-hike

Karachi, January 13, 2022 (PPI-OT):Chairman Pakistan People’s Party, Bilawal Bhutto Zardari speaking on the floor of the National Assembly said that the finance minister on one hand says that the previous governments are responsible for the sagging economy, and on the other has been the finance minister for those very governments.

Chairman PPP said that his amendment was long because the government is imposing taxes on numerous items and bringing a tsunami of price-hike.

Now, the finance minister has said that he is withdrawing taxes on several items like bread and laptops, which were suggested by Bilawal Bhutto Zardari, Shazia Marri and Raja Pervaiz Ashraf. However, the finance minister did not say that these amendments were presented by the legislators of the PPP. Chairman PPP said that the people of Karachi know the address of residence of the finance minister in Karachi and will head towards it to express their distress over price-hike of essential commodities.

If the finance minister is a representative of the people of Karachi, then he should also reject the mini-budget, side with the people and work with us.

Trials of 73rd Punjab Games are being organized on the directions of Director General Sports Punjab Javed Chohan

Lahore, January 13, 2022 (PPI-OT):The trials of baseball, kabaddi, archery, kick-boxing and badminton were held in Gujranwala on the fourth day on Thursday.

The trials of six games were also held in Lahore for the selection of Lahore Division’s male and female teams at different venues of the provincial metropolis.

These trials are being organized on the directions of Director General Sports Punjab Javed Chohan for the participation in the upcoming 73rd Punjab Games to be organised at different venues of Lahore from January 24-27, 2022 under the auspices of Sports and Youth Affairs Department Punjab.

According to details, hundreds of male and female players participated in table tennis, hockey, handball, lawn tennis, weightlifting and pentathlon trials on the fourth day of the trials activity.

Weightlifting trials were held at Railway Stadium, Garhi Shahu while table tennis trials were conducted at Nishtar Park Sports Complex Gymnasium Hall. National Hockey Stadium hosted hockey trials whereas handball players appeared in trials at Govt College University cricket ground.

Dozens of players appeared in lawn tennis trials at Bagh-e-Jinnah courts while the pentathlon trials were conducted at Punjab Stadium under the supervision of expert coaches and selectors.

Women Workers Alliance and Chambers of Commerce Issue a Joint Statement for Improved Working Conditions for Women Workers 

Islamabad, January 13, 2022 (PPI-OT):A national collective of women workers employed in formal sectors titled Women Workers Alliance (WWA) and 13 Chambers of Commerce and Industry (CCIs) including those representing federal and provincial capitals resolved to work together to ameliorate the working conditions for women as a means to improve economic growth of the country.

The unique gathering of the representatives of employers and workers was facilitated by Trust for Democratic Education and Accountability (TDEA) under its project Enhancing Women Workers Access to Market (EWAM), which is supported by the Embassy of the Kingdom of the Netherlands.

The members of the National Steering Committee of WWA and the presidents or their nominees of CCIs representing Islamabad, Karachi, Lahore, Peshawar, Quetta, Haripur, Gujranwala, Mardan, Rahimyar Khan, Sukkur, Faisalabad, Jhelum and Mirpurkhas were in the attendance.

In a Joint Declaration agreed by the CCIs leadership and WWA’s National Steering Committee, both parties resolved to establish Joint Employer-Women Workers Working Groups in aforementioned districts. These groups will act as a bridge between employees and employers to resolve issues related to provision of minimum wage, employees’ contracts, separate washrooms for women, and formation of protection against harassment at workplace committees.

The Joint Declaration also called upon the government to complement this unique understanding by updating labour laws, ensuring their enforcement and introducing administrative measures to improve the working conditions of women workers.

The Declaration also called upon the government to incentivize the employers for compliance with labour standards as set in the international conventions and national laws on the subject in order to provide improved working conditions at the workplace, especially for women.

His Excellency Ambassador of the Embassy of the Kingdom of the Netherlands Wouter Plomp, Parliamentary Secretary for Commerce, Trade, and Industry Ms. Aliya Hamza Malik, Chairperson Commonwealth Women Parliamentarians Ms. Shandana Gulzar Khan, TDEA Director Programs Muddassir Rizvi, and EWAM Team Lead Uzma Farogh also addressed the gathering.

Ms. Shandana Gulzar emphasized the need for the government to take ownership of the issues facing women workers. She drew attention to the economic losses incurred due to under-representation of women in national labour force. Ms. Aliya Hamza Malik underscored the importance of the workers’ perspective especially of women in resolving issues related to commerce and trade in the country.

Mr. Muddassir Rizvi, TDEA’s Director Programs, highlighting the importance of WWA, said that the WWA has not only challenged the dominant patriarchal ideas that had undervalued the work of women and hindered their attempts at organizing, but the unique approach of coordination and collaboration has also been helpful in setting new practices for trade unionism.

Towards the end of the program, Mr. Wouter Plomp, Ambassador of the Embassy of the Kingdom of the Netherland in Pakistan stated that recognition of an issue is the first step towards its resolution. He recognized the Joint Declaration of CCIs and WWA a major leap towards enhanced economic participation of women workers.

National Assembly passes supplementary finance bill

Islamabad, January 13, 2022 (PPI-OT):The National Assembly approved the Finance (Supplementary) Bill, 2021 on Thursday amid opposition’s protest, observes Free and Fair Election Network (FAFEN) in its daily Factsheet.

Following are key observations of the proceedings during fourth sitting of 40th session:

Members’ Participation

The National Assembly met for seven hours and eight minutes; however, the proceedings remained suspended for 28 minutes due to prayer break.

The sitting started at 04:50 pm against the scheduled time of 04:00 pm.

The speaker chaired the sitting for four hours and 29 minutes while the remaining sitting was presided over by the deputy speaker.

The leader of the house (Prime Minister) attended the sitting for three hours and 35 minutes.

The opposition leader was present for two hours and 27 minutes.

A newly elected PML-N lawmaker took oath and signed the roll.

The parliamentary leaders of PML-N, PPPP, ANP, BAP, BNP, MQMP, GDA, AMLP and MMAP attended the sitting.

As many as 120 (35 percent) lawmakers were present at the outset and 138 (40 percent) at the adjournment of the sitting.

Nine minority lawmakers were present.

Output

The House passed the Finance (Supplementary) Bill, 2021 through a voice vote along with amendments.

The House approved the government’s amendments to the proposed bill while voting also took place on 33 amendments moved by the opposition to the supplementary finance bill that were subsequently rejected through a majority as well as voice vote.

Adviser to the Prime Minister on Parliamentary Affairs presented the Islamabad Capital Territory Local Government Ordinance 2021.

Moved by the Minister for finance and revenue, the House passed the State Bank of Pakistan (Amendment) Bill, 2022 after passage of the motion for its immediate consideration. Eight lawmakers spoke on it for 49 minutes.

The House passed 15 other bills which were the Public Procurement Regulatory Authority (Amendment) Bill, 2021; the Islamabad Healthcare Facilities Management Authority Bill, 2021; the Allied Health Professionals Council Bill, 2021; the Pakistan Nursing Council (Amendment) Bill, 2021; the Oil and Gas Regulatory Authority (Amendment) Bill, 2021] (Section-8); the Oil and Gas Regulatory Authority (Amendment) Bill, 2021 (Section-2, 8, 9 and 43B); the University of Engineering and Emerging Technology Bill, 2021; the Securities and Exchange Commission of Pakistan (Amendment) Bill, 2021; the National Information Technology Board Bill, 2019; the Protection against Harassment of women at the Workplace (Amendment) Bill, 2022; the Government Savings Bank (Amendment) Bill, 2021; the Post Office National Savings Certificates (Amendment) Bill, 2021; the Protection of Parents Bill, 2021 and the National Metrology Institute of Pakistan Bill, 2021.

The House deferred four government bills which were the Employees’ Old Age Benefits (Amendment) Bill, 2021; the Pakistan Maritime Zones Bill, 2021; the Whistle-blower Protection and Vigilance Commission Bill, 2021 and the Pakistan Global Institute Bill, 2021.

The House adopted two resolutions seeking extension of the National Accountability (Second Amendment) Ordinance, 2021 and the National Accountability (Third Amendment) for a further period of 120 days.

The House did not consider a motion for consideration of the Global Change Impact Studies Centre (Amendment) Bill, 2021 in the joint sitting.

Two statutory reports on the agenda were not taken up.

Representation and Responsiveness

The House neither took up two calling attention notices nor considered a motion of thanks to the President for his address to both Houses and a motion under Rule 259.

Order and Institutionalization

The opposition protested for two hours and 22 minutes during the consideration of legislative agenda.
Lawmakers belonging to PPPP pointed out the quorum on multiple occasions but the Chair ignored it.

The House was adjourned to meet again on Friday, January 14, 2022 at 11:00 am.

ICC U19 Men’s Cricket World Cup set for lift off 

Dubai, January 13, 2022 (PPI-OT):The warm-ups are over and it is time for the main event to begin as the ICC under 19 Men’s Cricket World Cup gets underway on Friday. Hosts West Indies will hope to put their indifferent form in the warm-ups behind them as they kick things off in the Group D curtain-raiser against Australia at Providence Stadium, Guyana.

Floyd Reifer’s side slipped to heavy defeats against India and South Africa in the build-up, failing to cross the 200-barrier with the bat on both occasions.

However, the coach is not concerned about his side’s ability to score big, saying: “I think the batting comes down to the mind-set of the players in terms of spending some more time at the crease and building some more partnerships.

“I would say the warm-up games that we have played were two low-scoring games, so I wouldn’t want to put too much emphasis on that.

“Yes, we know as a batting unit there are certain things we want to accomplish, guys building on starts and these are things we are discussing.

“I’m confident in the lads, we have a talented bunch of cricketers, we have some good batters here, it’s just a matter for us now to just do the one presenters right and then we will respond with some consistency.”

Australia also have plenty of questions to answer after a nine-wicket defeat to India in their only warm-up encounter but with two progressing from Group D, which also includes Scotland and Sri Lanka, their captain Cooper Connolly is still bullish about his side’s chances.

“[The India defeat] was a reality check for us against one of the strongest sides, maybe the favourite,” said Connolly, who was part of the Australia side that lost in the quarter-finals in South Africa two years ago.

“But our team is checking out really well and I feel like we’re in good shape for the first game.

“We can’t start off really easy, we’ve got to beat the West Indies and come out with a strong mind-set. Hopefully we can knock them over.”

Scotland were bowled out for 138 in a seven-wicket defeat to Ireland in their warm-up game but beat Uganda in their opening hit out and will be looking to carry the momentum from their win against the Baby Cricket Cranes into the group stages.

Captain Charlie Peet said: “We are not here to make up the numbers, we are just going to try and enjoy the experience and be the best versions of ourselves that we can be.”

Sri Lanka will be a threat for everyone after two very impressive warm-up wins over Uganda and Ireland, racking up 510 runs across both games.

They will look to continue that good form into their opener against the Scots in Guyana on Friday.

Defending champions Bangladesh are aiming to defend the crown they won in 2020 but have had mixed preparations after beating Zimbabwe but losing to Pakistan – who look to be the early favourites in Group C – in the build-up.

Their opening Group A game is against England in St Kitts and Nevis on Sunday and skipper Rakibul Hasan, who was part of the victorious 2020 squad, insists they are starting to adjust to the Caribbean conditions.

He said: “The conditions in St Kitts are not that tough, we have been here for two weeks now, so we have adjusted to the conditions and also playing two practice games is good preparation for us, so we are looking forward to playing England and hopefully we can get off to a good start.”

England have shown some good form the warm-ups racking up 359 for seven in the 281-run victory over Papua New Guinea.

George Thomas and Captain Tom Prest were both dismissed in the 90s but will be hoping to push on and reach batting milestones in the tournament proper, where they will also face the UAE and Canada.

Prest said: “We’ve come over here with the intention of winning the tournament. That’s kind of our ultimate goal as a side.

“Bangladesh is our first game – that should be a great test for us. Obviously, they won the last World Cup, but we’re very hopeful we can get out of the group stage and then into the knockout tournament.”

Group B explodes into life when India and South Africa face off on Saturday with both having seen off the tournament hosts in their preparations.

The two big-hitters will also face Uganda and Ireland, who also play each other on Saturday.

The Irish could be a surprise package and are led by Tim Tector, the third consecutive Tector brother, after Jack and Harry, to captain his country at this tournament.

He said: “We have Uganda first up and our focus is on that first, we are pretty confident for that game but you’ve got to take it one game at a time.

“India will be a different challenge in itself – none of us have ever played a game on TV before so that part about it will be a bit different.

“There’s always going to be a few nerves about playing those big games, but I think when the time comes and when we step over the rope we will be ready to go.

“Hopefully, we beat Uganda in the first game and then if we win one of the other two games we will be in the Super League and that will be a massive achievement for Cricket Ireland but if not we will go to Trinidad and try and get as far as we can in the plate.”
