Senate adopts three resolutions, refers 13 private members’ bills to committees

Islamabad, July 12, 2021 (PPI-OT):The Senate passed a private member’s bill, adopted three resolutions and referred 13 other legislative proposals to committees after their introduction in the House, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet on Monday.

Following are key observations of the House proceedings during first sitting of 313rd session:

Members’ Participation

The House met for three hours and 55 minutes.

The sitting started at 04:04 pm the scheduled time of 04:00 pm.

The chairman presided over the entire proceedings.

The deputy chairman was not present.

The leader of the House attended the entire sitting.

The leader of the opposition was not present.

As many as 23 lawmakers (23 percent) were present at the outset and 19 (19 percent) at the adjournment of the sitting.

The parliamentary leaders of PPPP, PTI, PML-N, JI and JUIP attended the sitting.

Two out of four minority lawmakers were present.

Output

Sponsored by a PPPP lawmaker, the House passed the Torture and Custodial Death (Prevention and Punishment) Bill, 2021.

The House witnessed introduction of 13 private members’ bills which were referred to the relevant committees for further consideration. Seven bills sought amendments in articles 9, 24A, 38A, 51 and 106, 89, 130 and 160 of the Constitution, while six other bills were the China Pakistan Economic Corridor Authority (Amendment) Bill, 2021; the Pakistan Penal Code (Amendment) Bill, 2021 (Amendment of Sections 6 and 300); the Prevention of Corruption (Amendment) Bill, 2021; the Ibadat International University Islamabad Bill, 2021; the Islamabad Capital Territory Domestic Workers Bill, 2021 and the National Commission on the Status of Women (Amendment) Bill, 2020.

Three bills on the agenda were deferred which included the Members of Parliament (Salaries and Allowances) (Amendment) Bill, 2020; the Civil Aviation (Amendment) Bill, 2021 and the Islamabad Rent Restriction (Amendment) Bill, 2021.

The Chair referred a motion to the committee which sought amendments in Rule 9 and insertion of the Fourth Schedule in the Rules of Procedure and Conduct of Business in Senate 2012. The motion was tabled by a PPPP lawmaker that was regarding the procedure to elect chairman and deputy chairman Senate.

The House unanimously adopted three resolutions demanding the government to formulate an emergency national action plan to fight the impending water crisis, start metro bus service from Faizabad to Rawat on priority basis and ensure provision of 3 percent share in the NFC Award for the merged districts of erstwhile Federally Administered Tribal Areas (FATA).

The Chair referred a resolution to the relevant standing committee which recommended to grant special tax exemptions to the small traders and low salaried class of Karachi and Hyderabad amid lock down situation.

Another resolution demanding payment to Khyber Pakhtunkhwa under the head of net profit on hydropower generation was deferred following the consent of the mover.

Representation and Responsiveness

Eight lawmakers participated in debate on three motions under rule 218 which were responded to by the Minister of State for Parliamentary Affairs. The debate on these motions continued for an hour and 44 minutes which were regarding need to counter terrorism strategy, continuation of Pakistan in the grey list of Financial Action Task Force (FATF) and steps being taken by the Government for the release of Dr. Aafia Siddiqui.

Two motions under Rule 218 were deferred which were regarding unscheduled load- shedding in the country and payment of the net hydel profit in electricity to the province of Khyber Pakhtunkhwa.

Order and Institutionalization

The House was adjourned to meet again on Tuesday, July 13, 2021 at 05:00 pm.

National Assembly discusses presidential address to Parliament 

Islamabad, July 12, 2021 (PPI-OT):The National Assembly on Monday transacted entire agenda and started discussion on the presidential address to the Parliament, observes Free and Fair Election Network (FAFEN) in its daily factsheet.

Following are key observations of the proceedings during third sitting of the 35th session:

Members’ Participation

The National Assembly met for three hours and 48 minutes.

The sitting started at 05:15 pm against the scheduled time of 04:30 pm.

The speaker presided over the sitting for 58 minutes while the remaining sitting was chaired by a member of panel of chairpersons.

The deputy speaker did not attend the sitting.

The leaders of the House (Prime Minister) and the opposition did not attend the sitting.

As many as 62 (18 percent) lawmakers were present at the outset and 13 (four percent) at the adjournment of the sitting.

The parliamentary leaders of PML-N, GDA and PPPP attended the sitting.

Six minority lawmakers were present.

Output

Parliamentary Secretary for federal education and professional training introduced the Pakistan Global Institute Bill, 2021 which was referred to the relevant committee for consideration.

Two periodical reports of Standing Committee on Public Accounts Committee (PAC) for the period July 1, 2019 to December 31, 2019 and January 1, 2020 to June 30, 2020 were presented in the House.

The periodicals report of the Standing Committees on Water Resources and Information Technology and Telecommunication for the respective period January – June, 2020 and July – December, 2020 were presented in the House.

Representation and Responsiveness

Seven lawmakers participated in debate on motion of thanks to president for his address to Parliament which continued for two hours and 41 minutes.

Parliamentary Secretary for Finance responded to a calling attention notice (CAN) regarding requirement of placement of invoice and packing list inside the import containers by the country of origin.

Minister of State for Parliamentary Affairs responded to another CAN regarding non-availability of electricity to the residents of Gwadar.

Order and Institutionalization

Seven lawmakers raised matters under Rule 18 which were mainly regarding flood like situation in Abbottabad as well as Mansehra due to incessant rain, parliamentary business, law and order, human rights and demolishing hotels in Swat and Naran.

A PML-N lawmaker spoke on a point of order for one minute.

The House was adjourned to meet again on Tuesday, July 13, 2021 at 04:00 pm.

India fined for slow over-rate in second women’s T20I against England

Dubai, July 12, 2021 (PPI-OT):India have been fined 20 per cent of their match fee for maintaining a slow over-rate against England in the second women’s T20I in Hove. Phil Whitticase of the Emirates ICC International Panel of Match Referees imposed the sanction after Harmanpreet Kaur’s side was ruled to be one over short of the target after time allowances were taken into consideration. In accordance with Article 2.22 of the ICC Code of Conduct for Players and Player Support Personnel, which relates to minimum over-rate offences, players are fined 20 per cent of their match fees for every over their side fails to bowl in the allotted time.

Kaur pleaded guilty to the offence and accepted the proposed sanction, so there was no need for a formal hearing. On-field umpires Ian Blackwell and Paul Baldwin, third umpire Sue Redfern and fourth umpire Tim Robinson levelled the charge.

UVAS holds a webinar in connection with World Zoonoses Day

Lahore, July 12, 2021 (PPI-OT):The Department of Epidemiology and Public Health (EPH) of the University of Veterinary and Animal Sciences (UVAS) Lahore in collaboration with the Organization of Zoonotic Diseases Awareness and Control (OZDAC) observed the World Zoonoses Day and organised an international webinar on “Responsibilities of veterinarians in preventing the emerging zoonotic infections”. Speakers from Pakistan, the UK, Hong Kong and the UAE attended the webinar through video link and highlighted the importance of emerging zoonotic infections and their control strategies to prevent future pandemics.

Speaking on the occasion, Vice-Chancellor Prof Dr Nasim Ahmad said that the risk of zoonotic infections is increasing and such webinars are important to create awareness in public to better control the zoonotic diseases. He appreciated the efforts of Department of Epidemiology and Public Health and OZDAC for arranging this informative webinar on World Zoonosis Day. Earlier, Chairman of the Department of EPH Prof Dr Hassan Mushtaq provided an overview on the epidemiology of rabies, a highly fatal disease, with special focus on lower-middle income countries.

He spoke about the current status of the disease and the activities going on to eliminate the disease from Pakistan while Prof Dr Mamoona Chaudhary from UVAS’s Department of EPH delivered a lecture on avian influenza. She highlighted the possible role and responsibilities of veterinarians in controlling zoonotic diseases and upcoming pandemics. Professor Olivier Sparagano from the City University of Hong Kong talked on “Vector-borne diseases and zoonoses: new risks and new solutions”, while Prof Dr Julian Parkhill from the University of Cambridge and Dr Furqan from UVAS highlighted the importance of AMR.

Dr Ihab Habib from the United Arab Emirates University stressed on the role of food safety to control the transmission of pathogens from animals to humans. In the end, Dr. Amjad Khan from the University of Haripur, KP, spoke the current status of COVID-19 and its future perspectives in the country.

International Islamic University to take strict action against elements involved in defamation, disinformation

Islamabad, July 12, 2021 (PPI-OT):International Islamic University has constituted special committees to take disciplinary action against the elements who will be involved in defaming the university. According to details, two separate notifications have been issued in this regard. A committee will monitor social media for the defamatory content or disinformation disseminated against university by any employee, student and outsider. It will also propose disciplinary action to an apex committee. The apex inquiry committee shall investigate /probe the matters of defamation in the light of social media usage policy (already notified by university) and it will also take necessary disciplinary actions accordingly.
