Book Launch on “Pakistan’s Response towards Terrorism – A Case Study of Musharraf Regime”

Islamabad, July 27, 2021 (PPI-OT):India Study Centre (ISC) at the Institute of Strategic Studies Islamabad (ISSI) organized a book launch event titled, “Pakistan’s Response towards Terrorism – A Case Study of Musharraf Regime” authored by Dr. Shabana Fayyaz on July 27, 2021. Various distinguished national and international experts attended the book launch in person and virtually.

In his welcome remarks, Ambassador Aizaz Ahmad Chaudhry, Director General ISSI, congratulated Dr. Shabana by giving her due credit for producing a worthy literature and said that her book is a good addition to the literature. While giving the reference of the book DG ISSI said that concept of traditional security has not transmitted into citizen security and there should be equal focus on state as well as on human security. However, there is emerging consensus in Pakistan on human security and Islamabad Security Dialogue is the tangible testimony of that, he added.

Earlier in his introductory remarks, Dr. Saif Malik, Director, India Study Centre, ISSI, maintained that the book is a valuable contribution in the existing body of knowledge on the subject matter. To him the most fascinating aspects of the book are the couple of fundamental questions raised by the author which could pave the way for further research especially rotating around the notion of the security doctrine. Also the unique aspect of the book is sources of information and the data collection from the primary sources/ stakeholders and the field trips conducted during her research.

Dr. Shabana Fayyaz, the author of the book and the Chairperson Department of Defence and Strategic Studies, Quaid-e-Azam University, Islamabad, thanked ISSI for launching her book. In her remarks she said that terrorism is a very deep topic, the topic she opted for the book is based on her research on doctoral level. While writing a book, she had interviewed more than 100 people including Pakistani former President General Pervez Musharraf and Pakistani former Prime Minister Shaukat Aziz. She further said that unless we invest in the fabric of the people, we cannot get desired objectives.

Mr. Ihsan Ghani, Former National Coordinator, NACTA in his video message said that in order to legitimize his role General Pervez Musharraf supported ultraconservative groups in Pakistan. Mr. Ghani further said that Musharraf remained unsuccessful in formulation of national security policy.

Dr. Syed Rifaat Hussain, Head of Department of Government and Public Policy at NUST Islamabad congratulated Dr. Shabana by giving her due credit for producing a worthy literature for the academic community and turning her PhD dissertation into a book. Dr. Hussain said that it is the first book with detailed study of the Musharraf regime’s response to the events of 9/11.

Dr. Hussain endorsed Dr. Shaban’s prognosis that “Pakistan’s problem of terrorism will not end with the U.S. departure from Afghanistan. Non-state infrastructure of violence existed in Pakistan, prior to 9/11, as a consequence of Pakistan’s traditional national security policy. Pakistan’s changed foreign policy in response to 9/11 only pitted part of this infrastructure against the Pakistani state and triggered incidents of violence and terrorism across Pakistan. Thus, even if the U.S. war in Afghanistan comes to an end, Pakistan’s interface with terrorism will continue till such time that the state’s policies and priorities converge on eradicating the root causes domestically.”

Dr. Yang Da, Professor of International Politics, Ghuizhou University, Guiyang, China in his video message admired the author for her excellent work. Dr. Da said that he was very impressed by the scholastic work as the book also sheds light on human history. Research methodology of the book is empirical and qualitative. The book also gives a theoretical framework for understanding of the topic, he added.

Mr. Muhammad Ali Babakhel, Director General Research, NACTA, was impressed with work of the writer in her book in which she conducted 124 interviews that speaks the value of the book. Mr. Babakhel said that the writer has raised very pertinent questions about the terrorism. It is very difficult to find proper definition of the terrorism. He further said that in order to prolong his legitimacy Pervez Musharraf started countering terrorism with an aim of getting international support. He also confessed the idea of the writer that there should be a strong relationship between the state and citizens. The writer should be appreciated for highlighting very sensitive topic in a very candid way, he added.

Chief Guest -Senator Mushahid Hussain Syed, Chairman, Senate Defence Committee expressed that it is very fascinating to see that a very important part of the history has been written by Pakistani writer. As a matter of fact, such books are mostly are written by the foreign writers. Dr. Shabana Fayyaz needs to be admired for her valuable work in which she produced very empirical work. In his speech Senator Mushahid Hussain Syed also gave the reference of the book titled “Bush at War” written by Bob Woodward.

In this book the writer articulated that soon after 9/11 on September 14, 2001, the US policymakers perceived the emerging threats to the US such as global terrorism, nuclear proliferation and rising China. The Senator added that terrorism is an indigenous problem of Pakistan and its root causes are internal. While, internal weaknesses are exploited by the external actors. He further reiterated that though we established National Counter Terrorism Authority NACTA, we have not empowered NACTA as yet. And Security has to be refined, he added.

Ambassador Khalid Mahmood, Chairman BoG, ISSI in his concluding remarks said there are many lessons we need to learn from the book. There is a linkage between internal and external security. The emerging challenges of no-state actors require deep analysis. New thinking has to be developed how to counter the new developments in security domain. We have to adapt the realistic approach, he added.

Tokyo 2020 Olympic Games

Lahore, July 27, 2021 (PPI-OT):Yesterday we witnessed an amazing performance by Mr. Talha Talib securing fifth position in the 67Kg Weightlifting event of world’s most prestigious sporting gala ‘Tokyo 2020’. His performance manifests the resolve which not only will encourage his fellow Olympians at Tokyo but those who are working hard to raise national flag at international arenas. Talha has done us proud. Had the Pakistan Sports Board lived up to its responsibilities we would have seen Talha on the Podium along with Joseph Gulfam and others who are yet to compete in the days to come.

Right at the outset let us make certain aspects very clear. The Pakistan Olympic Association is NOT RESPONSIBLE for the Sports Development in the country. This is the responsibility of the Pakistan Sports Board (PSB) and they state it also as such in their own Rules which are available on their website (http://www.sports.gov.pk). Pertinent ones are reproduced below for ease of understanding:

“To promote and develop standards of national fitness as well as standards of competition, comparable to the International standards”.

“To encourage, promote and undertake all such measures as would assist in the development of sports in Pakistan.

“To arrange and secure foreign training facilities and scholarships for Pakistani Coaches, Sports Organizations and sportsmen;

It is also supposed to “sponsor and provide administrative and financial support for exchange of sports teams, coaches, organizers and delegations with various countries at international level;

“To implement and monitor sports policy in conformity with national objectives and to recommend measures for designing and development of sports policy”;

“To make the public sports-conscious and to encourage their participation in the national and international sports events”;

“To construct, develop and maintain the National Stadia, Gymnasia, Sports Training and Coaching Centres, Squash Courts, Golf Courses and other play fields;”

POA on the other hand is the “Representative of IOC and OCA for Olympic Movement in Pakistan and is mandated to Foster Olympism through Sports and Education.

It is our stated position, duly conveyed to the concerned quarters on multiple occasions, that the existing facilities and financial support for our sportspersons are the lowest in the region despite which our athletes have made tremendous strides in their respective sports events as is evident from Talha Talib’s performance. On May 31, 2021 POA categorically stated its concerns vide a Press Release (Attached) about the surrendered Rs. 440 Million and that too in the Olympic year.

This money could and should have been utilized for further specialized training of those athletes who had qualified on their own steam. It could have been utilized to assist other athletes who were capable of qualifying but could not do so as they nor their Federations have the resources. Had this been done Talha and Gulfam may have been on the podium at Tokyo. Inam and Bilal (wrestling) were not supported the way elite athletes should be. Others like Saadi Abbas lacked the resources to train and qualify. The grant from the amount not surrendered was doled out at the end of the financial year with no basis or criteria of allotment and was therefore frittered away. (a case of too little too late).

President POA in the meeting of Pakistan Sports Board held in September 2020 requested Minister IPC to ensure financial support to athletes who have qualified so as to try for a podium finish and for those who are in the process/capable of qualification. He also requested for provision of international standard equipment for the qualified athletes to train with. He was categorically told that a summary has been moved for the approval of the PM. This unfortunately later proved to be not true. Had the funds been provided to athletes, more athletes including Muhammad Inam and Muhammad Bilal from Wrestling could have qualified. It is the sole discretion of the Governmental authorities to decide whether there is any need to create a supporting system for elite athletes or not.

POA, through IOC, managed Scholarships and financial support for athletes that has benefited all the three qualified Shooters, Talha Talib and Bismah Khan who are part of the Pakistan Contingent at Tokyo 2020. The total amount of IOC Financial Support for Athletes is US $ 242,000/-. We would like to take this opportunity to thank the IOC for their support. Apart from these scholarships, POA funded the complete contingent for its travelling and Covid testing for participation in the Games although this was always funded by the PSB as per their mandate. Even the dope testing prior to departure was financed by POA especially through the provision of kits as the Government has not funded the National Anti-Doping Organization of Pakistan although it is required to do so as per the requirements of WADA and the UN. Reportedly PSB has reimbursed the amount spent by POA for doping to NADO.

POA has always expressed its readiness to assist and can assume an advisory role if desired by the authorities to establish an elite sports development program however the National Sports Federations shall remain custodian of their Games. POA’s exclusive domain is to monitor observance of Olympic Charter and WADA Code in Pakistan.

We strongly condemn baseless and misleading information being spread about Pakistan Olympic Association (POA) and its office bearers. POA is a non-governmental and non-profit organisation entrusted to promote Olympic Values in Pakistan. POA has to remain within its domain as defined in Olympic Charter. It is categorically stated that neither POA gets any financial support from the Government of Pakistan nor its elected office bearers are paid employees, instead they serve on voluntary basis. We strongly believe that certain quarters are spreading disinformation about POA to divert attention from the main issues like lack of resources and infrastructure for sports in Pakistan and for certain other ulterior motives to malign institutions including POA. POA will continue to discharge its obligations as entrusted in the Olympic Charter.

Director General Sports Punjab Adnan Arshad Aulakh applauds young mountaineer Shehroze Kashif on reaching summit of K-2 

Lahore, July 27, 2021 (PPI-OT):Director General Sports Punjab Adnan Arshad Aulakh, on Tuesday, applauded young mountaineer Shehroze Kashif, 19, on scaling K-2, the second highest peak in the world. In a statement on Tuesday Director General Sports Punjab Adnan Arshad Aulakh said that Shehroze Kashif, who is the Youth Ambassador of Youth Affairs and Sports Department Punjab, has provided yet another big delight to the Pakistan nation through his unprecedented achievement.

Director General Sports Punjab Adnan Arshad Aulakh also greeted Shehroze on becoming the youngest mountaineer of the world to reach the summit of K-2. “After scaling world’s two highest peaks Mount Everest and K-2 within three months’ time Shehroze has turned out to be a true role model of the young generation,” he added.

We will perform better in West Indies: Babar Azam 

Barbados, July 27, 2021 (PPI-OT):Pakistan’s all-format captain Babar Azam has expressed his side is all set to take on T20 world champions the West Indies in the four-match T20I series commencing tomorrow. While talking to the media in a virtual media conference today ahead of the T20I series the batting ace backed his players to perform well in the series. He said, “We have a good record against West Indies. The conditions are different to England and hopefully good results will come for us in the series.”

When asked to comment on the bowlers’ performance on the England tour, the right-handed batsman said, “We have experienced bowlers in the likes of Hasan Ali, Shaheen Shah. They have performed well in the past and I am hopeful they will bounce back strong. Haris Rauf is a match winner for us, he has worked on his bowling and you will see him good in the series.”

Backing his batsman to do well, he said, “These players have performed well in the domestic cricket and in HBL Pakistan Super League. We have brought Sohaib Maqsood and Azam Khan in the middle-order, and we will try them again.”

He also emphasised to use his bench strength in the series. He said, “We will check our bench strength in the series. We will go with different combinations. The wickets in West Indies are turning wickets so we will try to give some chances to our spinners.”

On extra fielding sessions, Babar said, “Beside batting and bowling sessions, we have worked extra hard on our fielding drills in the last two three days.”
