Senate lacks quorum to take up agenda

Islamabad, January 14, 2022 (PPI-OT): The Senate sitting was adjourned on Friday amid lack of quorum and opposition’s walkout from the proceedings, observes Free and Fair Election Network (FAFEN) in its daily factsheet.

Following are key observations of the proceedings during the fifth sitting of 317th session:

Members’ Participation

The Senate met for 22 minutes.

The sitting started at the scheduled time of 10:00 am.

A member of panel of presiding officers chaired the entire sitting in the absence of chairman and the deputy chairman.

The leader of the house attended the entire sitting.

The leader of the opposition was present for 15 minutes.

The Prime Minister was not present.

As many as 14 lawmakers (14%) were present at the outset and 15 (15%) at the adjournment of sitting.

The parliamentary leaders of PTI, PML-N, PkMAP and JI attended the sitting.

One out of four minority lawmaker was present.

Representation and Responsiveness

The House took up one out of 25 starred questions while a lawmaker asked one supplementary question as well. The remaining questions were not considered due to early adjournment of sitting amid quorum issue.

The House did not take up six motions under rule 194 (1) seeking extension for presentation of reports of standing committees on matters referred to them.

Order and Institutionalization

The entire opposition staged walkout from the proceedings at 10:15 am against the remarks of the Minister of state for parliamentary affairs. They did not return to the House till the adjournment of sitting.

A PPPP lawmaker pointed out the quorum soon after the walkout and the Chair ordered the bells to be rung for five minutes. The quorum was found incomplete upon counting and the House was adjourned to meet again on Monday, January 17, 2022 at 003:00 pm.

Transparency

Orders of the Day was available to the legislators, observers and public.

Attendance of lawmakers was available to the media and observers.

Vice-Chancellor inaugurates Munir Iqbal Microbiology Club at UVAS

Lahore, January 14, 2022 (PPI-OT): The University of Veterinary and Animal Science (UVAS) Lahore Vice- Chancellor Prof Dr Nasim Ahmad Inaugurated Munir Iqbal Microbiology Club at UVAS Institute of Microbiology (IOM) while Director (IOM) Prof Dr Tahir Yaqub, Prof Dr Kamran Ashraf, students and faculty members were present on the occasion.

The name of club is associated with the name of head of Avian Influenza Research Group, UK. Dr Munir Iqbal for his contributions in the field of virology, globally and locally. Prof Nasim Ahmad appreciated Prof Dr Tahir Yaqub and his team for the initiation of such healthy activities in UVAS adding value to the professional development of next generation of scientists brewing in house. NA leaves private members’ agenda unaddressed

Islamabad, January 14, 2022 (PPI-OT): The National Assembly left entire private members’ agenda unaddressed and consumed major part of the proceedings in points of order, observes Free and Fair Election Network (FAFEN) in its daily factsheet on Friday.

Following are key observations of the proceedings during fifth sitting of the 40th session:

Members’ Participation

The National Assembly met for 56 minutes.

The sitting started at 11:39 am against the scheduled time of 11:00 am.

The deputy speaker presided over the entire sitting in the absence of speaker.

The leaders of the house (Prime Minister) and the opposition did not attend the sitting.

As many as 53 (15 percent) lawmakers were present at the outset and 48 (14 percent) at the adjournment of the sitting.

The parliamentary leaders of PML-N and GDA attended the sitting.

Six minority lawmakers were present.

Output

The House did not consider legislative business, 34 reports of standing committees, four private members’ resolutions and two amendments in the rules of procedure and conduct of business in the National Assembly, 2007. A motion was passed by the House in a previous sitting to take up private members’ agenda on Friday rather than Tuesday.

Representation and Responsiveness

The House did not consider five motions under Rule 259.

A calling attention notice was not taken up while other was deferred due to absence of relevant minister.

Order and Institutionalization

Sixteen lawmakers spoke on points of order for 47 minutes (84 percent of the proceedings’ time).

The House was adjourned to meet again on Monday, January 17, 2022 at 04:00 pm.

Islamabad, January 14, 2022 (PPI-OT): According to a survey conducted by Gallup and Gilani Pakistan, 2 in 4 (51%) Pakistanis reported taking disprin for a headache or flu; females (59%) are more likely to report taking disprin.

A nationally representative sample of adult men and women from across the four provinces was asked the following question, “Do you take disprin for a headache or flu or have you heard about it?” In response to this question, 51% said they have used it, 31% said they have heard the name but have never used it while 14% said they haven’t heard the name before. 3% did not know or provided no response.

AscendEX Lists Battle of Guardians Token, BGS
