Punjab Assembly defers question hour, takes up rest of agenda 

Islamabad, November 17, 2021 (PPI-OT):The Punjab Assembly deferred question hour on Wednesday and addressed the rest of agenda appearing on ‘Order of the Day’, observes Free and Fair Election Network (FAFEN) it its daily factsheet.

Following are key observations of the House proceedings during the first sitting of the 37th session:

Members’ Participation

The House met for 31 minutes.

The sitting started at 02:29 pm against the scheduled time of 11:30 am.

The speaker presided over the entire sitting.

The deputy speaker was not present.

The leaders of the house (chief minister) and the opposition did not attend the sitting.

As many as 33 MPAs (9%) were present at the outset and 110 (30%) at the adjournment of the sitting.

The parliamentary leader of PPPP attended the sitting.

As many as four out of eight minority lawmakers attended the sitting.

Output

Minister for law presented the Punjab Commission on Irregular Housing Schemes (Second Amendment) Ordinance, 2021.

Four reports of Standing Committee on Higher Education on as many legislative proposals and a report of special committee on a bill were presented in the House.

Representation and Responsiveness

The House took up one starred question while the Chair deferred the remaining 36 questions due to absence of relevant secretary belonging to agriculture department.

The Chair admitted two adjournment motions and referred them to special committees. These motions were regarding violation of building codes in Multan and renovation of Rawalpindi Gymkhana.

Order and Institutionalization

Two lawmakers spoke on points of order three minutes.

The House was adjourned to meet again on November 19, 2021 (Friday) at 09:00 am.

Joint sitting of Parliament passes 33 bills 

Islamabad, November 17, 2021 (PPI-OT):The Majlis-e-Shoora passed 33 bills including the Elections (Second Amendment) Bill, 2021 amid protest and walkout of the opposition, says Free and Fair Election Network (FAFEN) in its daily factsheet on Wednesday.

Key observations of the proceedings during first and last sitting of the 10th Joint Session of Parliament include the following:

Members’ Participation

The Joint Session lasted five hours and 50 minutes.

The session started at 01:02 pm against the scheduled time of 12:00 pm.

The speaker of National Assembly chaired the sitting for four hours and 29 minutes while the chairman Senate presided over the remaining proceedings.

The deputy chairman Senate and the deputy speaker National Assembly were also present.

The Prime Minister attended the sitting for two hours and 55 minutes.

The leader of the house in the Senate attended the entire proceedings.

The leaders of the opposition in Senate and National Assembly were present for two hours and 53 minutes.

As many as 271 legislators (61% of the membership – 442) were present at the start and 179 (40%) at the adjournment of the sitting.

The parliamentary leaders of MMAP, PPPP, AMLP, MQMP, PML, ANP, GDA, JWP and PML-N in the National Assembly were present.

The Parliamentary Leaders of JI, PTI, PkMAP, PML-N, JUIP, PPPP, MQM, ANP, PML-F and JUI-F in the Senate attended the proceedings.

Output

A bill – the Elections (Amendment) Bill, 2021 – was deferred.

The House passed 33 bills of which 28 appeared on the regular agenda while five were considered as supplementary business. Earlier, the House passed a motion to introduce the Elections (Second Amendment) Bill, 2021 with majority vote. Two-hundred and twenty-one (221) lawmakers voted in favour of the motion and 203 opposed it. Six lawmakers including the leader of the opposition also spoke on it for an hour and 36 minutes.

Representation and Responsiveness

The House passed a motion and rejected the reference of Sindh Government against the decision of Council of Common Interests regarding population census 2017. Four lawmakers including the minister for planning, development and special initiatives spoke on it for 41 minutes.

Order and Institutionalization

The opposition protested for an hour and five minutes during consideration of the Elections (Second Amendment) Bill, 2021. Later, the entire opposition staged walked out of the House for 24 minutes against the Chair’s decision to pass an amendment on this legislative proposal through voice voting instead of counting of lawmakers favouring or opposing it.

The Session was prorogued sine die.

ICC U19 Men’s Cricket World Cup 2022 Match schedule announced 

Dubai, November 17, 2021 (PPI-OT):The West Indies will host the 14th edition of the ICC Under 19 Men’s Cricket World Cup for the first time ever, as the event which showcases the future stars of the game will see 16 teams travelling to the Caribbean to compete in 48 matches from 14 January to 5 February across four host countries.

The sixteen teams competing will see current holders Bangladesh, England, Canada and the United Arab Emirates form Group A, with debutants Uganda placed in Group B alongside India, South Africa and Ireland. Group C comprises Pakistan, Afghanistan, Zimbabwe and Papua New Guinea and Group D sees host West Indies, Australia and Sri Lanka. Scotland complete the tournament line up in Group D after New Zealand withdrew due to the extensive mandatory quarantine restrictions for minors on their return home.

The four host countries have been confirmed as Antigua and Barbuda, Guyana, St Kitts and Nevis and Trinidad and Tobago with 10 venues hosting matches. The format will see the top two teams from each of the four groups advance to the Super League while the remaining teams feature in the Plate across 23 days of competition.

The 48-match schedule will begin with hosts West Indies taking on Australia, with Sri Lanka facing Scotland in Guyana on 14 January. The group stage will take place across Guyana, St Kitts and Nevis and Trinidad and Tobago between 14 and 22 January.

Trinidad and Tobago will host the Plate competition between 25 and 31 January, with the Super League taking place in Antigua and Barbuda from 26 January. The semi-finals will be played on 1 February across two venues; the Sir Vivian Richards Cricket Ground and Coolidge Cricket Ground on 2 February. The Final on 5 February will also be held at the Sir Vivian Richards Cricket Ground.

Cricket West Indies President Ricky Skerritt said: “CWI is looking forward to hosting this important global U19 cricket event, which is just around the corner, in January. In partnership with host territorial boards, cricket clubs, and Ministries of Sports, we have been hard at work preparing for this event over the past several months. However, amid so many Covid-related challenges, it has not been easy to finalise the venues and to work out all the related logistics.

“At the same time, our U19 head coach, Floyd Reifer, and his coaching staff have been busy preparing our team for competition, using innovative methods to keep them active even while they were restricted from travel. West Indies has a proud under-19 cricket history, with several bright talents blossoming into international stars over the years. We, therefore, expect our current team of under-19 players to do us proud in the 2022 tournament. I am also confident that our visitors will experience the best of our world-famous Caribbean culture and hospitality in Antigua and Barbuda, Guyana, St. Kitts and Nevis, and Trinidad and Tobago.”

The West Indies have won the title once in 2016, with India being crowned champions four times, Australia three times, Pakistan twice while England, South Africa and Bangladesh have won it once each.

There will be 16 warm-up matches taking place between 9 and 12 January in St Kitts and Nevis and Guyana.
