National Assembly addresses 25 percent agenda, refers 12 bills to committees 

Islamabad, November 09, 2021 (PPI-OT):The National Assembly transacted 25 percent agenda on Tuesday and referred 12 private members’ bills to relevant committees for consideration, observes Free and Fair Election Network (FAFEN) in Daily Factsheet.

Following are key observations of the proceedings during the third sitting of the 38th session:

Members’ Participation

The National Assembly met for an hour and 36 minutes.

The sitting started at 05:55 pm against the scheduled time of 05:00 pm.

The deputy speaker chaired the entire sitting.

The leader of the house (Prime Minister) did not attend the sitting.

The leader of the opposition was present for 11 minutes.

As many as 81 (24 percent) lawmakers were present at the outset and 219 (64 percent) at the adjournment of the sitting.

Parliamentary leaders of PML-N, MMAP, PML, AMLP, JWP and PPPP attended the sitting.

Eight minority lawmakers were present.

Output

The House witnessed introduction of 12 private members’ bills which were referred to the relevant committees for further consideration. These bills were the International Institute of Science, Arts and Technology Bill, 2021; the Constitution (Amendment) Bill, 2021] (Amendment in Article- 63-A); the Constitution (Amendment) Bill, 2021 (Amendment in Articles- 175-A, 177 and 182); the Criminal Laws (Amendment) Bill, 2021; the National Commission for Human Rights (Amendment) Bill, 2021; the Criminal Laws (Amendment) Bill, 2021; the Constitution (Amendment) Bill, 2021] (Amendment in Article- 168); the Constitution (Amendment) Bill, 2021 (Amendment in Article- 62); the Pakistan Environmental Protection (Amendment) Bill, 2021; the Microfinance Institutions (Amendment) Bill, 2021; the ICT Rights of Persons with Disability (Amendment) Bill, 2021 and the Islamabad Women University Bill, 2021.

The House rejected a motion for consideration of the Criminal Laws (Amendment) Bill, 2021.

Sponsored by PPPP lawmakers, the House passed the Civil Servants (Amendment) Bill, 2020.

Twenty-three private members’ bills, 21 reports of the standing committees, five resolutions and an amendment in the rules of procedure and conduct of business in National Assembly remained unaddressed.

Representation and Responsiveness

The House passed three motions for consideration of as many bills in the joint sitting of the Parliament. These bills included the Al-Karam International Institute Bill, 2020; the Islamabad Capital Territory Domestic Workers Bill, 2021 and the Prevention of Corruption (Amendment) Bill, 2021.

Five motions under rule 259 remained unaddressed while the House did not take up two calling attention notices.

Order and Institutionalization

Eight lawmakers spoke on points of order for 16 minutes.

The House was adjourned to meet again on Wednesday, November 10, 2021 at 11:00 am.

Transparency

‘Orders of the Day’ was available to legislators, observers and public.

PPP will play an active role with the combined opposition in the joint session of the parliament: Chairman PPP Bilawal Bhutto Zardari

Islamabad, November 09, 2021 (PPI-OT):Chair Pakistan Peoples Party, Bilawal Bhutto Zardari has started meetings with the economic experts of the country. In this regard, Economic expert Dr. Hafeez Pasha called on the Chairman Bilawal Bhutto Zardari at Zardari House Islamabad on Tuesday. Issues of economic situation of the country were discussed in the meeting. Dr. Pasha presented his book “Charter of economy” to the Chair PPP.

Later on Chairman Bilawal Bhutto Zardari attended the National Assembly session where government was defeated once again. After the session talking to the journalists, Chair PPP said that economic crisis is the biggest problem of the country. The people are faced with historic price-hike, unemployment and poverty after PTIMF deal. We have always raised this issue at every forum. The combined opposition has once again defeated the government in the National Assembly. This is good omen for the opposition and we will continue to defeat government with united opposition.

Afterwards, Chairman Bilawal Bhutto Zardari along with PPP parliamentarians attended the dinner hosted by the opposition leader in the National Assembly, Shahbaz Sharif at the banquet hall of the Senate of Pakistan. Chairman PPP met with other parliamentarians from different political parties and discussed political situation of the country.

Addressing the opposition parliamentarians Chairman Bilawal Bhutto Zardari at the dinner said that all the opposition political parties are united under the opposition leader Shahbaz Sharif’s leadership in the parliament. Today the opposition once again defeated the government in the National Assembly. Only the unity of opposition can defeat this government. Pakistan Peoples Party will play an active role with the combined opposition in the joint session of the parliament.

Today the main issue of the people are price-hike, unemployment and abject poverty in the country. The PPP will be active at every forum where there is opposition to the government. After the dinner responding to journalists questions, Chairman Bilawal Bhutto Zardari said that we will get more successes in the parliament due to the unity of the opposition. Responding to the question that is the prime minister on his way out he said that we are trying the same.

KP Assembly adjourned amid lack of quorum

Islamabad, November 09, 2021 (PPI-OT):The Provincial Assembly of Khyber Pakhtunkhwa (KP) debated unemployment as well as inflation in country on Tuesday and was adjourned amid lack of quorum, observes Fee and Fair Election Network (FAFEN) in its Daily Factsheet.

Following are key observations of the House proceedings during the 21st sitting of 20th session:

Members’ Participation

The House met for an hour and 50 minutes.

The sitting started at 03:20 pm against the scheduled time of 02:00 pm.

The deputy speaker presided over the entire proceedings.

The leader of the House (chief minister) was not present.

The leader of the opposition attended the sitting for an hour and 20 minutes.

As many as 51 MPAs (35 percent) were present at the outset and 26 (18 percent) at the adjournment of the sitting.

Parliamentary leader of ANP and PML-N attended the sitting.

Three out of four minority lawmakers attended the sitting.

Output

Moved by minister for labour, the House passed the KP Public Property (Removal of Encroachment) (Amendment), Bill, 2021.

A bill – the KP Mines and Minerals (Amendment), Bill, 2021 – was deferred on the request of relevant minister.

Representation and Responsiveness

The House took up seven out of ten starred questions while three questions were lapsed due to absence of relevant lawmakers. In addition, lawmakers asked four supplementary questions.

The Chair admitted an adjournment motion for debate which was regarding unemployment and inflation in the country. Four lawmakers participated in the discussion that continued for 50 minutes.

The House took up a calling attention notice (CAN) regarding ban on livestock grazing at woodland-grassland in various district of the province. Another CAN on the agenda lapsed due to absence of relevant lawmaker.

Order and Institutionalization

A PPPP lawmaker pointed out the quorum at 05:06 pm which was found incomplete upon counting and the House was adjourned to meet again on Friday, November 12, 2021 at 10:00 am.

Match Official Appointments for Semi-Final stage announced 

Dubai, November 09, 2021 (PPI-OT):The match official appointments for the semi-final stage of the ICC Men’s T20 World Cup 2021 have been announced. The first semi-final between England and New Zealand will take place at the Zayed Cricket Stadium in Abu Dhabi on Wednesday, 10 November, while the second semi-final between Pakistan and Australia will be played on Thursday, 11 November at Dubai International Stadium in Dubai.

The match official appointments are as follows:

10 November – England v New Zealand (18h00), Zayed Cricket Stadium – Marais Erasmus and Kumar Dharmasena (on-field), Nitin Menon (third umpire), Paul Reiffel (fourth umpire), David Boon (match referee).

11 November – Pakistan v Australia (18h00), Dubai International Stadium – Richard Kettleborough and Chris Gaffaney (on-field), Joel Wilson (third umpire), Richard Illingworth (fourth umpire), Jeff Crowe (match referee).

Appointments for the 14 November final at Dubai International Stadium will be advised once the outcome of both semi-finals are known.

Central Punjab take on Sindh in Quaid-e-Azam Trophy pink ball match from Wednesday 

Lahore, November 09, 2021 (PPI-OT):The fourth round of Quaid-e-Azam Trophy season 2021-22 will resume from Wednesday with Central Punjab locking horns with Sindh in a pink ball contest under the floodlights at the Gaddafi Stadium. The final of the season will also be played with pink ball under the floodlights at the National Stadium Karachi from 25 to 29 December.

This will be the first pink ball match in the Quaid-e-Trophy since the inception of six teams in the domestic structure that was revamped in 2019-20. The remaining two matches of the round will be played with red balls.

The six teams will be eyeing for their maiden win of the season, as all nine matches of the tournament have so far ended in a draw. Only five points separate the six teams with Mohammad Abbas-led Southern Punjab lead the points table with 34 points, while Imam-ul-Haq’s Balochistan is on the sixth spot with 29 points.

Nauman Ali-led Northern is on the second spot with 33 points, while Azhar Ali’s Central Punjab is on the third position with 31 points. Iftikhar Ahmed’s Khyber Pakhtunkhwa with 30 points are positioned on number four, while Fawad Alam’s Sindh is on the fifth spot with 29 points.

In the batting chart, Khyber Pakhtunkhwa’s Sahibzada Farhan leads the table with 472 runs from three outings at 118. His best of 163 came against Southern Punjab, where he helped his side draw the match after being enforced follow-on at Iqbal Stadium in Faisalabad. Second on the list is Central Punjab’s Abid Ali who has scored 444 runs in three outings at 111, his highest of 164 came against Balochistan in the previous round match at Gaddafi Stadium.

The 28-year old Tayyab Tahir is third on the list with 412 runs from three matches at 103. The right-handed batter from Southern Punjab best of 221 came against Balochistan in the second round match at Multan Cricket Stadium.

In the bowling charts, Southern Punjab’s Ali Usman took 17 wickets from three matches at 29.12 with best of five for 88 in an innings against Khyber Pakhtunkhwa in the third round match. During the match, left-arm spinner Ali ended-up taking 10 wickets for 190 where he dismissed Farhan in both innings of the match.

Second on the list is another left-arm spinner Zafar Gohar, who representing Central Punjab has taken 13 wickets from three matches at 38.46. His best figures in an innings was four for 93. Northern’s Musa Khan is third on the list with 10 wickets from three matches. The 21-year old right-arm fast has best figures of five for 78, which he took against Khyber Pakhtunkhwa in the first round match.

For their third round fixture, Central Punjab will continue to stay in Lahore as they play Sindh in a pink ball match. All the action from this match will be beamed across the globe through PCB’s official YouTube channel.

Balochistan will play against Khyber Pakhtunkhwa at Iqbal Stadium in Faisalabad, while Northern will take on Southern Punjab at the Multan Cricket Stadium.

Shaheens-Sri Lanka A one-day series begins on Wednesday 

Colombo, November 09, 2021 (PPI-OT):Pakistan Shaheens will start their three-match one-day series against Sri Lanka A tomorrow in Colombo. All three 50-over matches will be played in Colombo with the second and third match to be played on 12 and 15 November.

The Saud Shakeel-led Shaheens dominated the hosts in the two-rain affected four-day matches in Pallekele. Pakistan batters and bowlers showcased their skills in no uncertain terms and the tourists would have in all probability won both games if rain had not played spoilsport.

Pacers Naseem Shah, Khurram Shahzad and Irfanullah Shah shared the ten Sri Lanka A wickets in the first innings of the first four-day match with Naseem taking five as the hosts were blown away for 141.

Saud scored a century, Omair Bin Yousuf contributed 93 and Kamran Ghulam made 58 runs as Shaheens responded with 324 for two declared.

The match petered out in a draw with Sri Lanka A responding with 144 for two in their second innings.

Abdullah Shafique and Salman Ali Agha hit centuries as Shaheens piled-up 394 in the first innings of the second four-day match. Naseem then led the bowling charge as the hosts were sent packing for 67 runs, the right-armer took four while Khurram took three wickets. Arshad Iqbal took two wickets.

Sri Lanka A responded with 317 for six after being forced to follow-on.

For the one-day series the Shaheens boast a formidable squad, Saud will be leading the batting charge along with Abdullah, Salman and Kamran Ghulam.

The Naseem-led bowling attack also has great talent, skill and quality to cause serious trouble to the hosts just like the four-day matches.
