Karachi: In Karachi Keamari, only 44% of the district's estimated 2025 population is registered to vote, significantly trailing the national voter registration rate of 54%. This discrepancy highlights challenges in voter registration, particularly among women, in one of Pakistan's major urban centers.
According to Free and Fair Election Network, these statistics are derived from district-wise electoral roll data provided by the Election Commission of Pakistan (ECP) as of December 30, 2025, and have been cross-referenced with 2023 Digital Census population estimates. The estimated 2025 population for Karachi Keamari is 2,154,972, based on a 2.07% annual growth rate applied to the district's 2023 census base population.
The district currently has 947,845 registered voters, with males accounting for 57.5% (544,992) and females 42.5% (402,853) of the electorate. The registration rate for males is 48% of the estimated male population, while for females, it is 40%. Nationally, Karachi Keamari ranks 103rd in voter registration rates and 25th out of 30 districts in Sindh.
The lower registration rate in Karachi Keamari reflects a broader trend in Pakistan's urban centers, where in-migrants are counted in the census based on their residence in the district for over six months. However, they often remain registered to vote in their original districts, skewing local population figures without corresponding voter registration increases.
Additionally, a significant gender gap exists, with female registration markedly lower than male registration. This indicates not only an enumeration effect but also genuine non-registration among women. As the district prepares for upcoming general elections, targeted voter registration campaigns for women in Karachi Keamari are being advocated.
