The Role of Academia in Policy Processes 

Islamabad, December 01, 2021 (PPI-OT):Chairman IPS Khalid Rahman delivered a lecture on ‘The Role of Academia in Policy Processes’ at a seminar collaboratively held with the similar title by IPS and Karachi University’s Department of Mass Communication at the latter’s premises on November 26, 2021.

Speaking on the occasion, Rahman shed light on how academic discourses play a role in shaping the public opinion, which in turn can go on to have an impact on policymaking at the national level. Rahman stressed that if academics are genuinely interested in the betterment of the society which they are a part of, their research should be aimed at following the issues of their surroundings, society, industry, and the world in general. This way they will be able to contribute significantly towards shaping public perceptions, and consequently, reforming policy agendas indirectly.

Rahman then linked his presented notion to the local context, maintaining that researchers from Pakistan too should take it as a responsibility to look at and study the indigenous issues using indigenous lenses, aiming to present homegrown solutions to the local problems.

Islam and Humanitarian Action: Prospects and Challenges 

Islamabad, November 29, 2021 (PPI-OT):Humanitarian actions and services form the very core of Islamic philosophy and principles and this is not only evident from the commandments of Allah and the teachings of Quran, but also manifested by the Prophet Mohammad (PBUH) via his actions throughout his life.

These views were expressed by speakers during a two-day national conference titled ‘Islam and Humanitarian Action: Prospects and Challenges’, which was jointly organized by International Committee of the Red Cross (ICRC) and Institute of Policy Studies (IPS), Islamabad at a private hotel in Karachi on November 24-25, 2021.

The conference, which saw researchers from different universities, seminaries and social welfare organizations from across the country presenting their dissertations, was attended by renowned ulema as well as heads and representatives of national and international social welfare organizations.

The first day of the event was graced by Mufti Muneeb-ur-Rahman, president, Tanzeem-ul-Madaris Pakistan, as a chief guest. Many ulema including Maulana Yaseen Zafar from Faisalabad, Mufti Abdul Munim from Karachi, Molvi Abdullah Khoso from Kashmore, Mohammad Rafiq Shinwari from Peshawar, Dr Mohammad Tariq Ramzan from Sargodha, and Dr Ashfaq Ahmad from Islamabad presented their research papers on the occasion, before Chairman IPS Khalid Rahman, Vice Chairman IPS Ambassador (r) Syed Abrar Hussain, Dr Zia ullah Rahmani, regional advisor on Islamic law and fiqh, ICRC, Maulana Dr Ahmad Binori from Jamiatul Uloom Al-Islamia, Binori Town, Karachi, Shujauddin Sheikh from Tanzeem-e-Islami, Pakistan, and renowned educationist and scholar Dr Syed Mohsin Naqvi shared their views.

On the concluding day of the conference, Abdul Shakoor, president, Al-Khidmat Foundation Pakistan, Kanwar Waseem, provincial secretary, Red Crescent Pakistan, Prof Dr Anis Ahmed, vice chancellor, Riphah International University (RIU), Islamabad and Maulana Mufti Abdul Raheem from Jamia Rasheed, Karachi chaired separate sessions. Dr Shehzad Channa and Raheela Khan Advocate from Karachi, Dr Umar Saleem, Dr Maleeha Zeba Khan and Hafiz Usama Hameed from Islamabad and Aqsa Tasgheer from Lahore presented their papers whereas Maulana Hanif Jalandhari, nazim-e-aala, Wafaq-ul-Madaris Alarbia Pakistan, Umair Hassan, head of Islamic Relief UK, Abdul Shakoor, Al-Khidmat Foundation, Dr Fayyaz Alam, Dua Foundation, Dr Shahida Nomani, Shaoor Welfare Trust, Umair Siddiqui, member of Council of Islamic Ideology (CII), Maulana Dr Zubair Ashraf Usmani from Darul Uloom Karachi, Dr Syed Aziz-ur-Rehman and Dr Sohail Akhtar, former president of Pakistan Islamic Medical Association (PIMA) expressed their views following the papers presentation.

In the opening ceremony of the conference, Mufti Muneeb-ur-Rehman stressed that extending help to the needy in the hour of grief is not only Allah’s commandment in the Qur’an but it was also reflected by the Prophet’s (PBUH) through practice all his life. This was also emphasized by the Prophet (PBUH) in his farewell sermon which teaches Muslims equality and empathy, he added.

Underlining the role of religious scholars and ulema in humanitarian services, Mufti Muneeb was of the view that it is the fundamental obligation of Muslim religious scholars to support every victim of oppression in the world. The scholar also urged the United States and the European community to lift financial sanctions imposed on Afghanistan following the ascension of the Taliban to power in Kabul, in order to avoid the humanitarian crisis that might befall upon the war-hit country if the financial support required for running state affairs is not provided.

Mufti Muneeb also ruled that some powers want to achieve their nefarious goals under the guise of humanitarian services. He warned that such actions would malign the noble cause and dishearten those humanitarian workers who are genuinely striving for creating a better world for future generations.

Sharing his views on the second day, Maulana Jalandhri said that the crux of Islam, according to most credible ulemas, lies in the obedience of the Almighty, following of the Prophet’s teachings and serving of humanity. A living example of this, according to him, could be seen in form of many humanitarian organizations which are working in the name of Islam and making collective efforts to serve humanity. He further added that the madrassas and religious seminaries in the country are not only providing religious education to millions of poor, orphaned and needy students, but are also a source of sustenance for them.

Referring to Wafaq-ul-Madaris Alarabia Pakistan, Hanif Jalandhari said that about 23000 madrassas from all over the country are affiliated with this Wafaq alone, benefiting more than 2.5 million students across Pakistan; and this data is from only one Wafaq, he pointed, while other Wafaqs could present similar stats of their own. This underscores how these Wafaqs and madaris are playing not only the role of religious educational institutions, but also that of social welfare organizations.

Abdul Shakoor said social service organizations including Al-Khidmat are active for humanitarian service in the light of Islamic teachings and are committed to serving people, both Muslims and non-Muslims alike, in Pakistan as well as abroad, without any discrimination or hidden interest. Addressing the session, Mufti Abdul Raheem said the solution to the problems being faced by humanity lies in following the path set by the Holy Prophet (PBUH), and stressed the need for eradicating depression and anxiety in today’s world.

Referring to the minorities, he warned if non-Muslims living in Pakistan are insecure then the Muslims across the globe would also be in distress. He underlined the importance of human compassion in Islam by saying that even in times of war, the agreements made with the infidels were implemented in letter and spirit and the infidels were also helped in their difficulties when needed. He deplored the gulf of misunderstanding lying between seminaries and NGOs and believed that this mistrust must be bridged.

Dr Maleeha Zeba Khan, non-resident fellow at IPS and assistant professor at National University of Modern Languages (NUML) presented an interesting dissertation highlighting that about three quarters of the land is water based and a large number of people have been using these sea routes since times immemorial for maritime trade, fishing and security.

The presence of such a large number of people at sea for these various purposes also poses a variety of threats to them in form of natural disasters such as tsunamis and hurricanes, as well as human trafficking, piracy and other crimes, or accidents involving boats, ships or fishermen. She opined that the humanitarian services rendered within the oceans by law enforcement agencies such as the Pakistan Maritime Security Agency (PMSA) must also be appreciated in this regard. Concluding the conference, Dr Zia ullah Rahmani on behalf of ICRC and Khalid Rahman on behalf of IPS thanked the participants and hoped such endeavours would continue in the future as well.

IPS-IUB ink MoU to promote policy research 

Islamabad, November 22, 2021 (PPI-OT):“It is the need of the hour for higher education institutions in Pakistan to promote impactful research in the country providing indigenous solutions to the state, society and economy, and Institute of Policy Studies (IPS) and The Islamia University of Bahawalpur (IUB), through their collaborative ventures, are set to contribute in this regard”.

These were the views shared by Prof. Dr. Athar Mahboob (TI), vice chancellor, The Islamia University of Bahawalpur, during a signing ceremony of a Memorandum of Understanding (MoU) between IPS and IUB held on November 19, 2021, aimed at exploring and pursuing joint research, academic and publishing ventures, facilitating cooperation and collaboration between the two institutions in fostering dialogue and discussions among scholars, experts and policy makers in the areas of national interest, and capacity building endeavours for the research faculty and students to carry out policy-oriented research.

Khalid Rahman, Chairman, IPS signed the document on behalf of his organization. The MOU signing ceremony, which took place at IPS in Islamabad, was also attended by IPS’ Vice Chairman Ambassador (r) Syed Abrar Hussain, Prof. Dr. Jawad Iqbal, dean, Faculty of Management Sciences and Commerce, IUB, Naufil Shahrukh, GM Operations, IPS, Syed Nadeem Farhat, Senior Research Officer, Shahzad Gill, assistant professor, IUB, Shafaq Sarfraz, manager outreach, IPS among a number of other officials from both the alma maters.

The Vice-chancellor of IUB further said that such strategic collaborations in academia and think tanks were required to realize Pakistan’s dream of a knowledge-based economy and society. He hoped that the MOU would help build a strategic community comprising academia, research institutions and policy-makers in the country.

CII, IPS join hands to promote application of Islamic teachings in national policymaking 

Islamabad, November 17, 2021 (PPI-OT):Aimed at developing synergies to promote application of Islamic principles and teachings in national-level policymaking, Institute of Policy Studies (IPS), Islamabad and the Council of Islamic Ideology (CII) inked down a Memorandum of Understanding (MoU) on November 16, 2021.

Signed by IPS’ Vice Chairman Ambassador (r) Syed Abrar Hussain and Secretary CII Dr Ikram-ul-Haq for a renewable period of three years, the MoU is not only set to jointly foster application of Islamic principles in national policies, but also to facilitate exploration, cooperation and collaboration between the two institutions in carrying out a range of activities including joint research and publishing endeavours, co-organizing seminars, conferences and human development ventures, encouraging and facilitating dialogue among scholars, experts and policymakers on the matters of shared interests, sharing of intellectual resources, knowledge and expertise with each other and dissemination of research and analysis to the concerned stakeholders as well as to the public in general.

Speaking on the occasion, CII Chairman Dr Qibla Ayaz said there exists a lot of similarity between the works of CII and IPS which is leading to the formalization of working together via this agreement. He hoped that this collaboration will not only reinforce CII’s advice and arguments over matters of national interests but also pave the way for new suggestions and ideas.

IPS, CUST sign MoU to promote policy-oriented academic volunteerism 

Islamabad, November 01, 2021 (PPI-OT):A memorandum of understanding was signed between Institute of Policy Studies (IPS), Islamabad and Capital University of Science and Technology (CUST), Islamabad on October 28, 2021 to explore and pursue joint endeavours in the areas of academic research, dialogue, publishing and capacity building of students in policy-oriented volunteerism.

Signed by Chairman IPS Khalid Rahman and Vice Chancellor CUST Prof Dr Muhammad Mansoor Ahmed, the renewable three-year agreement is set to provide a framework to undertake joint research and publishing projects, foster dialogue among scholars, experts and policymakers, sharing of knowledge, expertise and intellectual resources, conducting joint seminars, conferences, workshops and similar events, and disseminating research findings and analysis to concerned stakeholders as well as the wider audience.

In addition, it was also it was also agreed upon via another complementary MoU that the Volunteers in Service Directorate of CUST University (VIS-CUST) will assign around 15 students to IPS for volunteer work, not only providing them a chance to acquire professional exposure but also capacitating them to become socially responsible citizens.

Apart from the signatories, Dr Muhammad Sagheer, director, Students Affairs and HoD Mathematics, CUST, deputy director Naeemullah Khan, the University’s Registrar Arshad Malik, GM-IPS Naufil Shahrukh, the Institute’s Manager Outreach Shafaq Sarfraz, and the team of VIS-CUST was also present at the occasion.

IPS hosts web-talk series of ICT Guru Dr. Hatim Zaghloul 

Islamabad, October 27, 2021 (PPI-OT):Dr Hatim Zaghloul, an Egyptian-Canadian telecom scientist, founder and CEO, Inovatian Inc., globally known for his pioneering role in several ICT inventions and innovations including Wi-Fi in the 1990s, and most recently 6G and his own blockchain technology, delivered a series of web-talks in Pakistan hosted by Institute of Policy Studies (IPS) on October 20-22, 2021.

The online sessions titled “Frontiers of the World’s ICT Research and Innovation” were attended by a large number of ICT professionals, researchers, teachers and students from both the public and private sectors in the country. The lectures followed by interactive sessions between the speakers and the participants generated a rich debate on the topics of ‘Blockchain: History and Future’, ‘Wireless Communication and the Internet of Things (IOT)’, and ‘Artificial Intelligence Enabled Cyber Security’.

The guest speaker of the third session was Dr Hussam Kinawai, co-founder and chief scientist, Wedge Networks Inc., a Canada-based cyber security software company specializing in real-time cyber threat prevention. The main discussants, along with the speakers, in all the three sessions included Dr Adeel Akram, professor, telecommunication engineering, University of Engineering and Technology (UET), Taxila, and Humayun Zafar, chairman, Open Source Foundation, Pakistan.
