SPO Invites Bids for Construction of Temporary Learning Centres in Sindh

KARACHI, The Strengthening Participatory Organization (SPO) has announced a tender notice for the construction of climate-resilient, child-friendly Temporary Learning Centres in various districts of Sindh. The organization is seeking bids from reputable and registered companies for this crucial educational initiative.

According to Strengthening Participatory Organization, the tender encompasses procurement and construction work for Temporary Learning Centres in ten sites across four districts: Khairpur (3 schools), Dadu (2 schools), Larkana (3 schools), and Qambar (2 schools). Interested companies are required to submit a quotation, company profile, and 5% of the total amount as refundable earnest money in the form of a Pay Order to SPO.

The bid submission deadline is set for 1700 hrs. on Friday, January 26, 2024, with the stipulation that no bids will be accepted without the earnest money. SPO reserves the right to accept or reject any or all bids without providing reasons.

The tender notice outlines specific terms and conditions for the bidding process. These include the necessity for vendors/suppliers to be registered with the Government of Pakistan and the availability of separate technical specifications for each category. Vendors may apply for one or more tenders, and bids must include vendor profiles and the earnest money.

Additional conditions state that the cost of transportation and taxes should be included in the quoted rates, and payment to vendors will be made in installments against each tranche of goods delivered at specified distribution points. The performance security will be released upon successful completion of the contract, and delivery times and sizes of each supply batch must be clearly indicated.

In case of delivery delays, SPO may impose penalties, including deductions or termination of the Purchase Order, with the possibility of awarding the contract to other parties. An inspection of goods may be conducted before delivery and at the distribution point. Any disputes will be subject to arbitration under Pakistani law.

The tender emphasizes the importance of delivering goods to designated warehouses and encourages bidders to seek clarifications on technical specifications or general conditions in writing.
