National Assembly elects new Speaker 

Islamabad, April 16, 2022 (PPI-OT):The National Assembly on Saturday elected PPPP’s Raja Pervaiz Ashraf Speaker of the House, observes Free and Fair Election Network (FAFEN) in Daily Factsheet.

Following are key observations of the proceedings during the 8th sitting of 41st session:

Members’ Participation

The National Assembly met for four hours and 46 minutes.

The sitting started at 12:36 pm against the scheduled time of 12:00 pm.

The speaker presided over the proceedings for four hours and 16 minutes while the remaining sitting was initially chaired by a member of panel of chairpersons.

The leader of the house attended the sitting for an hour and 16 minutes.

As many as 181 (53 percent) lawmakers were present at the outset and five (two percent) at the adjournment of the sitting.

Parliamentary leaders of PPPP, PML-N, MQMP, BAP, MMAP, ANP, BNP-M, JWP, GDA and PML attended the sitting.

Five out of ten minority lawmakers were present.

Output

PPPP’s MNA Raja Pervaiz Ashraf took oath after being elected unopposed as the 22nd speaker of the National Assembly. A member of panel of chairpersons administered the oath on Raja Pervaiz Ashraf who was sole contender for the speaker’s position as no other candidate had submitted nomination papers against him.

Tabled by parliamentary leader of PPPP, the House adopted a resolution to commend the services of late philanthropist Bilquis Edhi.

The House adopted another resolution to condemn attack on Punjab Assembly’s Deputy Speaker Sardar Dost Muhammad Mazari in the House. The resolution was tabled by a PML-N lawmaker.

Moved by a PML-N lawmaker, the House adopted a motion to constitute parliamentary committee for joint electoral reforms. A total of five lawmakers were present in the House during the passage of this motion while the speaker was authorized to nominate members from all parliamentary parties in it.

The House did not take up a resolution for removal of the deputy speaker due to his resignation before the commencement of the sitting.

Order and Institutionalization

The leader of the house spoke on a point of order for 11 minutes.

As many as 37 lawmakers made felicitation speeches for three hours and 58 minutes following the oath of newly elected speaker.

The House was adjourned to meet again on Monday, April 18, 2022 at 12:00 pm.

‘Orders of the Day’ was available to legislators, observers and public.

Attendance of lawmakers was available to media and observers.

Balochistan Assembly passes three govt. bills 

Islamabad, April 16, 2022 (PPI-OT):The Provincial Assembly of Balochistan passed three government bills and adopted one resolution on Saturday, says Free and Fair Election Network (FAFEN) in its Daily Factsheet.

Following are key observations of the House proceedings during the fourth sitting of 52nd session:

Members’ Participation

The House met an hour and 35 minutes.

The sitting started at 02:30 pm against the scheduled time of 01:00 pm.

A member of panel of chairpersons presided over the entire proceedings in the absence of speaker and the deputy speaker.

The leader of the house (chief minister) and the leader of the opposition did not attend the sitting.

As many as 12 (18 percent) legislators were present at the start and 14 (22 percent) at the end of the sitting.

The parliamentary leaders of PkMAP, BNP-A, HDP and BNP-M attended the sitting.

All three minority members were absent.

Output

The House passed three government bills which included the Bibi Asmat Malik Memorial Hospital Khudabadan Panjgur Bill, 2022, the Shaheed Nawabzada Sikandar Jan Zehri Memorial Hospital Bill, 2022 and the University of Makran Bill, 2022.

Tabled by a PkMAP lawmaker, the House adopted a resolution condemning attack on Punjab Assembly’s Deputy Speaker Sardar Dost Muhammad Mazari in the House.

Order and Institutionalization

Twelve lawmakers spoke on points of order for an hour and seven minutes which were related to highhandedness of security personnel with people in Lokandi and non-commencement of construction work at Sadiq Shaheed ground in Quetta.

Lawmakers belonging to BNP-M staged token walkout against the highhandedness of security personnel with people in Lokandi.

The House was adjourned to meet again on Tuesday, April 19, 2022 at 01:00 pm.

Chairman PPP Bilawal Bhutto Zardari addresses the National Assembly 

Islamabad, April 16, 2022 (PPI-OT):Chairman Pakistan Peoples Party, Bilawal Bhutto Zardari in his address at the National Assembly, congratulated Raja Pervez Ashraf on becoming the Speaker on behalf of the united opposition and the PPP. He said that Quaid-e-Awam Shaheed Zulfikar Ali Bhutto and Shaheed Mohtarma Benazir Bhutto gave their lives for the constitution and democracy. The chair of the Speaker and the parliament have been demeaned with the way it has been run in the recent years and especially the past few months. It is before the world how the House was ridiculed. The constitution was violated. We cannot call ourselves Pakistani unless we defend the constitution.

We are the united government now. The united government’s first success was to chase away the PM imposed on the House. It is the united opposition and the whole country’s win that be it our parliament, judiciary and establishment, the people of Pakistan are seeing rays of hope. The institutions that have been controversial are perhaps transitioning towards a constitutional role. If this transition is completed by all institutions, then no power in the world can stop Pakistan’s progress.

All parties and the country is looking towards the PM. Insha Allah, if we are successful in this struggle, then history will remember it. Chairman Bilawal presented a resolution on behalf of the House, that expressed grief over the passing of Bilquis Edhi. The House appreciated her singlehanded efforts to save more than 16000 orphans. The House also extended its condolences to the family, Edhi Foundation and the nation. The House recommended to the government that Begum Edhi be awarded posthumously the highest civil award. ‘It is said that behind every successful man, is an incredible woman’, Chairman Bilawal concluded.

PPP Invites applications for Party Tickets for General Elections 

Karachi, April 16, 2022 (PPI-OT):The Pakistan People’s Party has invited applications from candidates for Party tickets for National Assembly and all provincial Assemblies in the country for the forthcoming general elections. Applications for party tickets should be addressed to the President Pakistan People’s Party Parliamentarians. Each application must be accompanied with a Bank draft of Rs 40,000 for a National Assembly party ticket and Rs 30,000 for a Provincial Assembly ticket.

Applications must reach the Party secretariat in Islamabad or Bilawal House Karachi by April 30. This has been stated in a statement today by Farhatullah Babar Secretary General of Pakistan People’s Party Parliamentarians announcing the Party decision.
