Fall 2021 Mid Term Examinations: Compulsory Vaccination for Students 

Lahore, December 30, 2021 (PPI-OT):The COVID Vaccination Certificate (Partially or Fully) is compulsory for appearance in Fall 2021 Mid Term Examinations. Therefore, students are required to get vaccinated as per Government guidelines and they must update their vaccination status on VULMS at the earliest.

In case any student is exempted from COVID vaccination, then he/she has to produce the original letter from the MS of any Govt. Hospital, bearing clearing the reason for exemption, failing which the student will not be allowed to appear in the examinations.

Punjab University and Jiangsu Normal University China celebrate 70th anniversary of diplomatic relations

Lahore, December 30, 2021 (PPI-OT):The video conference celebrating the 70th anniversary of the establishment of diplomatic relations between China and Pakistan with the theme of “Looking Back and Going Forward” co-hosted by Xuzhou Municipal Foreign Affairs Office, Jiangsu Normal University and Punjab University. Prof. Sun Hongqi, Director of Pakistan Studies Center, Jiangsu Normal University chaired the session. Moin ul Haque, Ambassador of Pakistan to China, underlined that in today’s world, when international ties have become more complex, the role of academic and research work has assumed a greater significance.

He said that these academia think tanks, including universities, could keep a faithful record for bilateral ties, identify new areas of cooperation and explore definitely the complex metrics between politics, economics and culture and also bring in two countries together to more and more people to people exchanges. “China is Pakistan’s largest trading partner and largest source of foreign investment, he added. Chinese investment in Pakistan can be used for manufacturing to sell in Pakistan, export to China and EU at zero import duty,” said Hussain Haider, Consul General of Pakistan in Shanghai.

PU Vice Chancellor Prof Dr Niaz Ahmad Akhtar said that the historical background spanning over seven decades of the solid foundations of the mutual, lasting and ever flourishing friendship. He said that the relationships have been established on the basis of mutual trust, cooperation and harmony. He further added that there are vast opportunities of cooperation in higher education sector.

“The Chinese Universities can admit Pakistani students in large number. Students who graduate from Chinese universities in Medical and Engineering subjects face difficulties in recognition of the degrees.” he further explained that, “if those universities are registered with accreditation bodies like Pakistan Engineering Council and Pakistan Medical Commission then the issue can be solved.” He said that every Pakistani believed that China was the most trustworthy friend of Pakistan.

Peng Zhengwu, Deputy Consul General of China in Lahore pointed out that Jiangsu has injected new vitality into the in-depth development of China-Pakistan relations. The Chinese Consulate General in Lahore is willing to constantly play an active role as a bridge to support Jiangsu and Punjab in deepening this relation. Dr. Amjad Magsi from Punjab University appreciated the generous help from China during the pandemic. “In April 2020, Jiangsu Provincial Government sent Pandemic prevention materials to Punjab a sign of Brotherhood “as the Punjab and Jiangsu are sister provinces,” he added.

Dr Magsi said that through increased technology sharing and joint ventures, both can benefit from the true spirit of mutual friendship. He said there was a need to further broaden the basis of friendship to enhance the people to people relationship by focusing more on cultural and educational relationships. Explaining that China has offered quite good number of scholarships to Pakistani students and number of Pakistani students studying in China has reached 30 thousands, Dr. Magsi added that “as for Pakistanis, learning of Chinese is important similarly learning of Urdu and regional languages will go long way in cementing the cultural relationships but also will be of greater help in economic side.”

Muhammad Mehdi, a foreign affairs expert, said that experience has taught Pakistan that our friendship with China is more of an all-weather friendship than a strategic partnership. He said that the relationship from the partnership of other countries both Pakistan and China have stood shoulder to shoulder in all international affairs. He said that Pakistan was a supporter of One China regardless of any opposition. He said that in the case of the South Asian Sea, all-weather friendship is everywhere.

In the same way, he said, both have proved to be iron brothers in the social sphere. He said that in order to defeat the propaganda it is necessary to make all these issues more open to the public so that no propaganda can affect the friendship. In his concluding remarks, Prof. Sun Hongqi expressed his sincere thanks to the Chinese and Pakistani experts and scholars attending the meeting, stressed that joint efforts are needed to make the tree of China-Pakistan friendship evergreen, and said everyone has the responsibility and obligation to build the China-Pak Economic Corridor well and carry forward the spirit of friendly cooperation between China and Pakistan.

Punjab University Vice Chancellor lauds services of Dr Khalid Khan 

Lahore, December 30, 2021 (PPI-OT):Punjab University Vice Chancellor Prof Niaz Ahmad has lauded the services of outgoing Registrar Dr Muhammad Khalid Khan and said that he has efficiently performed his duties and streamlined the work of his sub offices. He was addressing a farewell ceremony organized by the office of the registrar here on Thursday. PU Registrar Dr Khalid Khan, Resident Officer 1 Col (r) Umer Khalid, Resident Officer 2 Jalil Tariq, University of Education Registrar Ahmed Islam, deputy registrars and employees participated in the event. Addressing the ceremony, Dr Niaz Ahmad said that Dr Khan gave full autonomy to his staff which improved the quality of services of sub-offices.

He said that Dr Khalid Khan had worked in tough times and played his important role in uplifting the university. He said that especially in recent years, he made day-and-night efforts to help regulate all the statutory bodies of the university. He said that he played his role in promotions and appointment of thousands of employees and teachers. He said that Dr Khalid Khan had contributed to this university as per the modern requirements of his office. He said that Dr Khalid Khan never entertained any pressure and dealt with everyone with a smile.

He said that Dr Khan had also communicated with the Chancellor’s office, HED and other offices in an excellent manner. He said that his services would be remembered in golden words in the history of Punjab University. Other officers also appreciated the and recalled the golden memories spent with Dr Khan. PU Registrar Dr Khalid Khan is retiring on December 31 i.e. today. He joined Punjab University in 1989 as Assistant Advisor Students Affairs. He remained Deputy Registrar (Admin II), Deputy Registrar (Press), Director Press and Publications, Assistant Professor at Hailey College of Commerce, Director Human Resource, Additional Registrar (Acad) and became Registrar in March 2017. He served for 32 years in the university.

Another feather in Red Crescent Sindh’s cap: “Tsunami and Earthquake preparedness Project successfully completed”

Karachi, December 30, 2021 (PPI-OT):Pakistan Red Crescent Society (PRCS) has been endeavouring to enhance and strengthen the disaster response capabilities of communities at all tiers. In this regard, PRC-Sindh Provincial Branch, in collaboration with UNDP, has successfully completed a community resilience project, Strengthening Tsunami and Earthquake Preparedness (STEP), in coastal areas of two districts of Sindh and one of Baluchistan through community-led activities.

On October 30, PRCS and UNDP jointly organized a ceremony to launch and disseminate the Preparedness, Mitigation and Response Plan for District and Sub-Divisions of Malir, Keamari and Gwadar under Strengthening Tsunami and Earthquake Preparedness Project. Multiple stakeholders, including PDMA-Sindh, PDMA-Baluchistan, Pakistan Metrological Department, communities and officials from District Management, education, and health authorities, attended the ceremony.

Addressing the participants, Kanwar Waseem Provincial Secretary PRCS-Sindh said that tsunami affects communities in many ways and to reduce the loss of life and properties/infrastructure, this project closely worked with the coastal communities of selected districts to prepare them for earthquakes and tsunami through awareness, improved community warning systems and evacuation capability at villages’ level. In his concluding remarks, Provincial Secretary appreciated community members for their commitment and interest. He also lauded the staff and volunteers who worked tirelessly throughout the COVID-19 emergency. “Mitigation plans have been prepared, and the community has been trained; it is now time to implement these plans properly,” Kanwar Waseem added.

Abaidullah Khan, Joint Director Operations of the Pakistan Red Crescent National Headquarters in Islamabad, expressed gratitude to all stakeholders, particularly UNDP and government officials, for their coordination and participation in this initiative. Ayub Khan, Provincial Secretary PRC-Baluchistan, Agha Ghafoor, Deputy Director PDMA-Baluchistan, and Falak Nawaz, Project Consultant, also addressed the audience. In the closing session, appreciation shields and certificates were distributed among the representatives of all stakeholders and project staff.

Punjab University and IAC sign MOU 

Lahore, December 30, 2021 (PPI-OT):Punjab University has signed a memorandum of understanding with Institute for Art and Culture, Lahore. On this occasion, PU Registrar Dr Muhammad Khalid Khan, Principal PU College of Art and Design Prof Dr Sumera Jawad, Director Campus Institute for Art and Culture Maj (r) Arshad Nawaz, PU Director External Linkages Dr Sobia Khurram and other were present.

Both the institutes will make efforts to encourage direct contact, educational, and research cooperation between their constituents, including students, faculty members, departments and research institutes and will endeavour to cooperate in the fields with which both the institutions are concerned. Both the organizations have vowed launch joint educational and research activities, exchange of academic materials and academic publications, exchange of faculty members for research, lectures and discussions, exchange of students for study and research, use of lab/resources and workshops for student activities.

Finance (Supplementary) Bill introduced in National Assembly 

Islamabad, December 30, 2021 (PPI-OT):The government introduced the Finance (Supplementary) Bill, 2021 in the National Assembly and adopted eight resolutions to extend as many ordinances amid protest by the opposition parties, observes Free and Fair Election Network (FAFEN) in Daily Factsheet on Thursday.

Following are key observations of the proceedings during fifth sitting of the 39th session:

Members’ Participation

The National Assembly met for an hour and 22 minutes.

The sitting started at 04:43 pm against the scheduled time of 04:00 pm.

The speaker chaired the entire sitting.

The deputy speaker was also present.

The leaders of the house (Prime Minister) and the opposition did not attend the sitting.

As many as 108 (32 percent) lawmakers were present at the outset and 157 (46 percent) at the adjournment of the sitting.

Parliamentary leaders of PML-N, MMAP, AMLP and PML attended the sitting.

Seven minority lawmakers were present.

Output

Minister for finance and revenue introduced the Finance (Supplementary) Bill, 2021 in the House. Later, he also introduced the State Bank of Pakistan (Amendment) Bill, 2021 which was referred to the relevant committee.

The House adopted eight resolutions seeking extension of as many ordinance which were the Federal Government Properties Management Authority Ordinance, 2021; the Elections (Third Amendment) Ordinance, 2021; the Public Properties (Removal of Encroachment) Ordinance, 2021; the Regulation of Generation, Transmission and Distribution of Electric Power (Amendment) Ordinance, 2021; the Public Private Partnership Authority (Amendment) Ordinance, 2021; the Pakistan Council of Research in Water Resources (Amendment) Ordinance, 2021; the Pakistan Food Security Flow and Information Ordinance, 2021 and the Tax Laws (Third Amendment) Ordinance, 2021. The first six ordinances were adopted with effect from back dates and the Chair gave a ruling about their passage as per rules.

On behalf of Chairperson Standing Committee on Federal Education, Professional Training, a member of the committee presented report on the University of Engineering and Emerging Technology Bill, 2021.

Moved by Adviser to Prime Minister on parliamentary affairs, the House passed a motion after voice voting to suspend the question hour and calling attention notices appearing on the agenda.

Representation and Responsiveness

A motion of thanks to the President for his address to both Houses and a motion under Rule 259 were not taken up.

Order and Institutionalization

Eight lawmakers spoke on points of order for 49 minutes.

The House was adjourned to meet again on Friday, December 31, 2021 at 11:00 am.
