Ghotki: In the recently concluded General Elections of 2024, the Member of the National Assembly from NA-199 Ghotki-II secured his seat with 154,832 votes. While this accounted for 72% of the 213,658 ballots cast, it represented only 34% of the 455,376 registered voters in the constituency.
According to Free and Fair Election Network, the voter turnout in NA-199 was 47%, with the elected representative winning in a constituency that was among the 70 out of 266 National Assembly constituencies where the winner secured 50% or more of the polled votes. Despite this, a significant number of voters, 50,915 or 24%, did not vote for the winning candidate. Additionally, the elected official's share among the total registered voters was just 34%.
The runner-up in the election secured 19% of the ballots cast, while the third-placed candidate received 2%. The remaining candidates collectively garnered 3% of the votes, with a total of 7,911, or 4%, declared invalid. This analysis is part of FAFEN's broader review of electoral representativeness across Pakistan's 266 National Assembly constituencies. Under Pakistan's First-Past-The-Post electoral system, a candidate only needs to have the highest vote share to win, a system that often results in elected members without majority support across many constituencies. In contrast, a proportional representation system would allocate legislative seats in proportion to the vote shares, reflecting a wider range of voter preferences. The 2024 election data highlights the gap between votes cast and representation secured in Pakistan's National Assembly constituencies.
