The Administrative Inquiry Committee, constituted by the Punjab Government, with reference to the Murree tragedy is rejected: Mian Raza Rabbani, Former Chairman Senate

Karachi, January 11, 2022 (PPI-OT):The Administrative Inquiry Committee, constituted by the Punjab Government, with reference to the Murree tragedy is rejected. Such a committee has no force of law and amounts to an inquiry by one’s own peers. This is nothing more than an administrative fact-finding Committee, it lacks sanction of the law. It is not empowered to collect evidence, summon witnesses including the Federal Authorities or examine the records.

Such a committee which functions without the sanction of law is of no use, as any official can make a misstatement and or refuse to produce the record or refuse to give evidence or appear before this Committee. The Inquiry Committee will have no power to summon a person or official.

The Punjab Government, if it was serious in probing the Murree tragedy should have constituted a Commission under the Punjab Tribunal of Inquiries Ordinance, 1969. Such a committee is out rightly rejected and the Federal Government should constitute an Inquiry Commission under a Judge of the Supreme Court or a Joint Committee of Parliament should be constituted to inquire into this grave national tragedy.

All evidence suggests that despite clear warnings of heavy snowfall issued by the Met Department no adequate and proper administrative measures were put in place by the local and provincial administration which is an act of criminal neglect.
