Joint efforts of federal, provincial governments and international agencies essential for financial uplift of poor households – Shazia Atta Marri, Federal Minister for Social Safety and Chairperson BISP

Karachi, May 10, 2023 (PPI-OT): Ms. Shazia Marri, Federal Minister for Poverty Alleviation and Social Safety (PA and SS), Chairperson Benazir Income Support Programme (BISP) said joint and concerted efforts of all stakeholder including Federal Government, provincial governments, and international development partners are vital for financial uplifting of the poor and under privileged household in Pakistan. She stated this while speaking at concluding session of first ever three-days National Social Protection Conference in Murree on Wednesday.

The Minister said that Benazir Income Support Programme (BISP), through its direct cash transfer initiative – Benazir Kafaalat – is currently supporting over 9 million household living below the poverty line. She, however, noted with concern that there was still a large number who were facing economic hardship and eagerly looking towards the government to support them.

Federal Minister Ms. Shazia Marri said that the Benazir Income Support Program is proud to be the largest social safety program in the country. Over the past 15 years, the program has learned a lot and achieved a lot. She said that for this success, we are extremely grateful to our development partners, that showed their interest on a continuous basis for the welfare and stability of this institution.

Chairperson BISP, Ms. Marri further said that it is the responsibility of the government to help the poor people of the country. For the economic take care larger part of deserving people, it is important that all the federal and provincial institutions should formulate such policies which can ensure support to the poor and underprivileged. We have been able to achieve good results through mutual consultation and better utilization of available resources, she continued.

She further noted that it is imperative to provide social safety to all the deserving people of the country. To achieve this goal, there is a need to create a system under which all social safety programs and initiatives can be integrated. “The outcome of this conference will provide guidelines in which direction we have to work further”, she noted and said, “dialogue held at the Social Safety Conference should continue in the future as well”. She suggested the establishment of a consultative forum between BISP and all stakeholders to consolidate the efforts of all Federal and provincial governments and international institutions for the welfare of underprivileged segments of the society.

The Minister informed the participants that recently under the Benazir Income Support Program, the start of education and health related programs for the people of Balochistan has been approved, which is a great news for the people of Balochistan. She said that there is a need to invest in human capital development. We need to adopt international best practices and plans to deal with social safety and economic crises caused by natural disasters. Federal Minister Ms. Shazia Marri expressed her gratitude to the participants of the conference, especially GIZ, for creating such an opportunity to share thoughts and experience.

Earlier, Ms. Shazia Marri taking part in the debate session, said that for the first time in Pakistan, Shaheed Zulfiqar Ali Bhutto gave “Roti, Kapra aor Makkaan” to every citizen, and Benazir Income Support Program is also a continuation of the same. She urged the experts and responsible officers from the provinces that by taking advantage of this conference, to devise such a system at the provincial level that can ensure rapid assistance to the people in emergency situations.

On the third and last day of the conference, the representatives of international institutions, high-level officials and experts of the federal and provincial governments shared their view to discuss how government institutions can extend timely assistance to the affected people during crises situation caused by climate change or any other emergency. In the first session, UNICEF’s Deputy Country Director in Pakistan, Anutha Kabor, mentioned last year’s disastrous floods and gave suggestions for the protection of affected people, particularly children and pregnant and lactating women, in such situations. On this occasion, Gul Najam Jami of World Bank, Ali Shehzad of PSPA, Secretary BISP Yusuf Khan and others also presented various interventions. To provide social security to the people suffering from difficulties in emergency situations, the United Nation ILO’s representative Ms. Rabia Razak gave a presentation on the role of various institution and development partners. World Food Organization’s Tahir Nawaz also offered suggestions to ensure food supply in emergency situations.

Addressing the session titled Future of Dynamic Registry of Social Protection, BISP Board Member Haris Ghazdar said that it is the responsibility of governments to provide assistance to the needy people in emergency situations, World Bank representatives at the conference Philip Leyte and Muzaffar Ali, Miss Johanna of GZ, Ms Shireen Mustafa Secretary Social Welfare Sindh, Naveed Akbar, DG National Dynamic Registry of Benazir Income Support Programme, Mr. Noor Rehman DG (CT), BISP others also participated in various sessions of the conference.

At the conclusion statement of the 1st National Social Protection Conference was also issued.

STATEMENT OF THE 1ST NATIONAL SOCIAL PROTECTION CONFERENCE

Federal programs should be designed and implemented in consultation with provincial entities. For this purpose, it is recommended to form a Coordination Committee for consultation and collaboration in designing new projects/programs, fine-tuning currently running projects/programs, planning and implementing activities along the delivery chain, e.g. targeting methods, payment systems, IT systems, logistic support etc., and follow up on action points of the conference. Provinces / Federating Units may also seek federal input and support in designing and implementing their own programs.

a. The Coordination Committee shall comprise representatives of federal, provincial governments and development partners.

b. The Committee shall meet once every quarter or more frequently if needed.

The Federal Government will explore the possibilities of removal of duplications with the provincial programs.

There is consensus on developing mechanisms of two-way exchange on reciprocal basis for different data sources, including social/beneficiary registries, climate-related and administrative data, designating focal agencies, and making institutional arrangements for developing exchange protocols for maintaining security and privacy of data.

Update of NSER may also be carried out jointly and both Provincial/Federating Units and Federal Governments may explore cost/resource-sharing mechanisms leading to common ownership of the data.

The possibility of using BISP field / provincial offices may be explored for provision of services being provided by the Federal and Provincial/Federating Units Governments. Services may include registration for programs, complaint management, and targeting. The concept of One Window Centers may be introduced to provide all services under one roof.

Provinces/Federating Units may extend administrative support in jointly implementing activities such as providing campsites for making payment distribution, registration of affected populations, etc.

In case of any disasters, partners will collaborate and engage with disaster management entities at Federal and Provincial/Federating Units level to come up with a joint plan to address the needs of people affected by the disaster.

Partners shall further explore the option of partnerships across programs, including co-financing. Programs in areas where joint financing and delivery may be more efficient (e.g. in the case of insurance schemes or schemes where benefits spill over across multiple provinces, such as interventions related to climate change and disasters), federal-provincial partnership will be explored.

Chairman, Pakistan People’s Party Chairman Bilawal Bhutto Zardari held meetings with members of Sindh Assembly and PPP’s Divisional and District office-bearers of Sindh

Karachi, May 10, 2023 (PPI-OT): Under the leadership of Pakistan People’s Party Chairman Bilawal Bhutto Zardari, the meetings of members of the Sindh Assembly, Divisional and District officials of the Five Divisions of Sindh were held at Bilawal House Karachi, in which the situation after the Local Bodies elections and the political situation was reviewed.

According to a statement issued by Media Cell, Bilawal House, the PPP Chairman held meetings with Assembly Members, Presidents of Divisions and Districts, General Secretaries, Information Secretaries of Hyderabad, Sukkur, Larkana, Shaheed Benazirabad and Mirpurkhas Divisions.

The meeting was attended by the Central President of PPP Women’s Wing and MPA Faryal Talpur, PPP Sindh President Nisar Ahmed Khuhro, Sindh Chief Minister Syed Murad Ali Shah, Senator Waqar Mehdi, Senator Aajiz Dhamrah and Noman Sheikh. PPP Women’s Wing representatives Shaughta Jamani, Dr Mehreen Bhutto and Sadia Javed also participated.

The Divisional Presidents Aijaz Jakhrani, Syed Ali Nawaz Shah Rizvi, Pir Aftab Shah Jilani, Syed Bachal Shah, and Ziaul Hasan Lanjar were also present. During the meeting, Chairman Bilawal Bhutto Zardari congratulated the Assembly members and Party officials on the PPP’s historic success in the Local Body elections.

While talking to the members of the Assembly, he said: “On my behalf, I congratulate the democratic people of their respective constituencies and regions and convey the message of congratulations to all Jiyalas.”

Chairman Bilawal Bhutto Zardari said that after winning the election, it will be our mission to bring better and quality local government facilities to the people at their doorsteps. He instructed the Assembly members to ensure that the ongoing development works in their respective constituencies are completed on priority basis.

The PPP Chairman said that if the Jayalas work together with the people and with the same spirit, then the landslide success is sure in the next elections. He added that the current situation has provided Pakistan People’s Party a historic opportunity for the progress and prosperity. He said that the focus of our politics at this time is to end the internal divide from the society, restore the economy, elevate Pakistan in the world and provide relief to the people.

The Assembly members and Party officials who participated in the meeting congratulated the PPP Chairman on the big success in the Local Body elections and expressed full confidence in his leadership and said that the people have voted for the PPP manifesto and his vision, as the nation is with him. The members of the Assembly and Party officials also presented various suggestions in the meeting in the be betterment of people and the party in the province.

Immediate need for restraint and dialogue in political crisis

Lahore, May 10, 2023 (PPI-OT): The Human Rights Commission of Pakistan (HRCP) is greatly troubled by the unfolding political crisis in the country, following the arrest of former prime minister Imran Khan yesterday, and its implications for the rights of ordinary citizens. We deplore the use of disproportionate force in arresting Mr Khan from the premises of the Islamabad High Court. It was clearly unwarranted and has only aggravated the political climate.

HRCP strongly condemns the violence perpetrated both by security and law enforcement personnel-in which at least one person was reportedly killed-as well as by enraged protestors. At this time, the need for restraint and political dialogue has never been greater. Respect for the rule of law must apply equally to all citizens and in all situations-it cannot be applied selectively.

HRCP was also alarmed to see that the state’s knee-jerk reaction to the crisis was to restrict Internet connectivity. As before, such steps achieve little apart from allowing dangerous rumours to circulate and compromising people’s access to information and their safety in public spaces. Once again, HRCP urges all political stakeholders to use peaceful, democratic means such as the forum of the Parliament to settle their differences rather than resorting to violence, intimidation and thuggery.

Imam-ul-Haq, Henry move up in MRF Tyres ICC Men’s ODI Player Rankings

Dubai, May 10, 2023 (PPI-OT): Pakistan opener Imam-ul-Haq and New Zealand fast bowler Matt Henry have moved up in the MRF Tyres ICC Men’s ODI Player Rankings after notable performances in their five-match series that hosts Pakistan won 4-1. Imam-ul-Haq has advanced one slot to fourth position after playing a match-winning knock of 90 in the third ODI, but he is still some way away from a career-best second position, which he achieved in June last year.

The left-hander’s rise is good news for Pakistan as they now have three batters in the top four, with Babar Azam number one in the list and Fakhar Zaman third. Henry too has inched up one slot after grabbing seven wickets in the last three matches of the series, which counted towards the weekly update. He is back to a career best-equalling fourth position, which he first achieved in October 2016 and most recently held in November 2022.

Agha Salman’s two half-centuries have lifted him 80 places to 92nd position among batters while fast bowlers Harif Rauf (up nine places to joint-42nd) and Mohammad Wasim (up 41 places to 69th) have moved up the list of bowlers after some fine performances. New Zealand batter and captain in the series, Tom Latham, has advanced eight places to 21st.after scores of 45, 60 and 59 in the three matches. Will Young has moved from 99th to 75th position and Henry Shipley is in joint-93rd position.

Vice-Chancellor chaired a consultative meeting

Turbat, May 10, 2023 (PPI-OT): Prof. Dr Jan Muhammad, Vice Chancellor University of Turbat, on 10th May 2023 chaired a consultative meeting of Deans, Chairpersons of Teaching Departments, and Sectional Heads to discuss various matters of the University, including the final examination of the Spring Semester. The meeting was attended by Pro-Vice Chancellor Dr. Mansoor Ahmed, Registrar, Deans, HoDs, Director of Students Affairs, and Sectional Heads.

It was decided to open the university on coming Saturdays for classes and examinations to complete the remaining courses as per HEC requirements and conclude the Spring Semester before the summer vacations to be started after the first week of June 2023. The Saturdays shall be working days till the summer vacations. The final examination shall start on 27th May 2023 (Saturday). The participants also emphasized the essence of the university discipline and agreed to take collective efforts for the development of the university.
