New partnership will allow Japanese retailer to offer content storage as it seeks to digitize more of its services

Balochistan Assembly discusses issues of water share with Sindh

Islamabad, August 03, 2021 (PPI-OT):The Balochistan Assembly discussed water share issues with the Sindh government and law and order in the province, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet on Tuesday.

Following are key observations of the House proceedings during first sitting of the 42nd session:

Members’ Participation

The House met for four hours and 35 minutes; however, the proceedings remained suspended for 36 minutes due to prayer break.

The sitting started at 04:50 pm against the scheduled time of 04:00 pm.

The speaker presided over the entire sitting.

The deputy speaker was not present.

The leader of the House (Chief Minister) did not attend the sitting.

The opposition leader attended the entire sitting.

As many as 18 MPAs (28 percent) were present at the outset and 12 (18 percent) at the adjournment of the sitting.

The parliamentary leaders of MMAP, BNP-M, PkMAP, BNP-A and HDP attended the proceedings.

All three minority lawmakers were present.

Output

The House did not take up the Balochistan Board of Technical and Vocational Education Bill, 2021.

The Provincial Minister for Finance presented four statutory reports which were referred to the Public Accounts Committee.

Representation and Responsiveness

The House took up three out of nine starred questions, while one supplementary question was also asked.

Minister for Home department responded to a calling attention notice (CAN) regarding theft and dacoity incidents at the houses of Hindu community in Hernai district.

Another CAN on the agenda was deferred on the request of relevant minister.

The House discussed an adjournment motion related to water share issues with Sindh government under the water apportionment accord, 1991. Five lawmakers participated in debate on it and spoke for an hour and 12 minutes.

Order and Institutionalization

Three lawmakers spoke on points of order for an hour 15 minutes related to lack of basic facilities in Gwadar, abduction of son of an MPA and overall law and order in the province.

The House was adjourned to meet again on Friday, August 6, 2021 at 04:00 pm.

Transparency

‘Orders of the Day’ was available to the legislators, observers and others.

The attendance of lawmakers was not available to the observers and media.

Government should now do work, lot of time has elapsed, under Constitution if cabinet is answerable to House why not bureaucracy: Ch Parvez Elahi 

Lahore, August 03, 2021 (PPI-OT):Punjab Assembly session was held under chairmanship of Speaker Punjab Assembly Ch Parvez Elahi here today (Tuesday). During the session, Assembly approved again with huge majority the Privileges Bill 2021 returned by the Governor with objections. In the approval of the bill, MPAs of all parties including Tehreek-e-Insaf, Pakistan Muslim League, N-League, Pakistan People’s Party fully participated.

Through this amendment law, one schedule was added in the original law of 1972. Journalists’ community had some reservations on this amendment law on which the Speaker had removed those clauses from the amended law and accepting all demands of the journalists’ notification was also issued in this regard. However, when this bill was again sent for approval of the Governor Punjab the bill was returned with objections expressing reservations on this bill.

This bill was again presented by MPA Sajid Ahmad Khan Bhatti with the approval of the Speaker which after necessary proceedings the assembly again passed with huge majority. Speaker Punjab Assembly facilitated the MPAs and people of the province on again approval of the Privileges Bill. Addressing the House, Speaker Ch Parvez Elahi said that the government should now show work done, lot of time has elapsed, under the Constitution the cabinet is answerable to the House why not the bureaucracy, nobody should remain mistaken Safeguarding Privileges Bill has now become the law, now no bureaucrat would dare to breach privilege of MPAs.

Ch Parvez Elahi said that everyone is benefitting from Rescue 1122 Services established during our tenure; few bureaucrats for their ego sake also stopped this bill and caused harm to the entire province. He said that the assembly has now passed law of this department and given it status of an autonomous institution. The Speaker said that after passage of the Privileges Bill again after objections raised by the Governor it is not required to be sent to the Governor now. , Assembly will itself get its notification issued. He said by approving the Privileges Bill you have done such a work which future generations will remember, all Members of the Assembly deserve to be facilitated, on which all MPAs thumped their desks to welcome this measure of the Speaker.

Ch Parvez Elahi said that under the Constitution entire cabinet is answerable to the House then why not the bureaucracy? He said that the government should set its governance right; the government should do its work and let the parliament do its work. Ch Parvez Elahi asked the MPAs that you are protectors of the rights of the people and the assembly is the protector of your rights.

He said that in Gujranwala police entered the house of an MPA without any justification while his mother was sick but still the police committed uproar in his house. The Speaker said that prior to amending the Privileges Bill I also contacted Senate Chairman and Speaker National Assembly regarding misbehaviour of the bureaucracy with the MPAs. He said that the bureaucrats keep running on the orders of National Assembly Privileges Committee, they do not keep such attitude with any MNA like the one is maintained with the MPAs.

Ch Parvez Elahi said that with the approval of the Privileges Bill the bureaucrats will not realize the power of the assembly, now no bureaucrat will dare to breach privilege of the MPAs. He said that now Chairman of Privilege Committee is also complaining breach of his privilege at the hands of bureaucrats. Addressing the treasury benchers, the Speaker said that now the government should show to the MPAs by delivering.

He said that the Punjab Assembly has made its laws in the light of the Constitution of Pakistan through an act. During the session, MPAs Hassan Murtaza, Samiullah Khan and other members paid tributes to Speaker Ch Parvez Elahi on his special efforts in the passage of the Privileges Bill. The Speaker adjourned the House till Friday August 6.

The government sleeps while the nation weeps: Bilawal Bhutto Zardari

Islamabad, August 03, 2021 (PPI-OT):Chairman Pakistan Peoples Party, Bilawal Bhutto Zardari has said that the government’s empty promises are not worth the paper they are written on. The person, who promised the people 5 million houses and 10 million jobs, is the very reason for the growing hopelessness in the country. He said that in this environment of economic constraints faced by the people, he feels for the poor countrymen who are suffering from the acute poverty, unemployment and price-hike of the daily use commodities.

Chairman Bilawal said that the selected government and prime minister are busy benefitting from their rich cronies and do not care about the poor. The selected thinks that the country can be run by opening shelters and food trucks but are unable to comprehend the difficulties faced by the common salaried population. The common people are finding it enormously difficult to stay afloat economically and raise their children.

The callous government of selected Imran Khan has made it impossible for a common citizen to buy medicine for the elderly. The people are lagging behind in payment of the school fees of their children. The people are unable to feed their children twice a day. Malnutrition is creating an ailing nation because the children cannot get enough nutrition required for their growth. The people have been left deserted by those who had taken oaths promising their welfare.

Chairman Bilawal said that the longer this callous and selected regime stays in power; the darker seems to be the future of the country. The nation is bearing the burden of incompetence and incapability of this government which has failed in all fronts. The selected are turning a blind eye towards the biggest challenge faced by this nation, which is the ever-increasing food inflation and poverty. This cannot continue as the people deserve better. The people of Pakistan want a real democratic government, he concluded.

National Assembly leaves 98 percent agenda unaddressed on private members’ day 

Islamabad, August 03, 2021 (PPI-OT):The National Assembly left 98 percent of its agenda unaddressed on private member’s day and was adjourned due to lack of quorum, observes Free and Fair Election Network (FAFEN) in its daily factsheet on Tuesday.

Following are key observations of the proceedings during 10th sitting of the 35th session:

Members’ Participation

The National Assembly met for an hour and 24 minutes.

The sitting started at 04:52 pm against the scheduled time of 04:00 pm.

The deputy speaker presided over the entire sitting in the absence of speaker.

The leaders of the house (Prime Minister) and the opposition did not attend the sitting.

As many as 53 (15 percent) lawmakers were present at the outset and 58 (17 percent) at the adjournment of the sitting.

The parliamentary leaders of PML-N, GDA and PPPP attended the sitting.

Six minority lawmakers were present.

Output

The House did not consider 23 private members’ bills, 21 reports of standing committees, 18 resolutions, two amendments in rules of procedure and conduct of business in National Assembly 2007 and a motion to refer a bill to the joint sitting of Parliament.

Representation and Responsiveness

The House took up two calling attention notices (CANs) regarding increase in cases of pollen allergy in Islamabad and decreased in per acre production of wheat, cotton, sugarcane and rice in country. Minister of state for parliamentary affairs and minister for national food security and research responded to these CANs respectively.

Five motions under rule 259 were not taken up.

Order and Institutionalization

Eleven lawmakers spoke on points of order for 37 minutes.

An independent lawmaker pointed out the quorum at 06:13 pm following which the Chair directed for counting. The quorum was found incomplete and the House was adjourned to meet again on Friday, August 6, 2021 at 11:00 am.

Punjab University teams explores Taluja Fort at Soon Valley

Lahore, August 03, 2021 (PPI-OT):A team of experts and archaeologists led by Dr. Muhammad Hameed, Chairman Department of Archaeology, Punjab University, is investigating the historic Taluja Fort located in the picturesque Soon Valley. The history of the fort is enshrouded in mystery due to the lack of authentic written records in date of construction and period of settlement. The historical and archaeological narratives about the fort are still incomplete. Local traditions trace the fort’s history to 5000 years ago. The place is also famous for having provided refuge to Jalaluddin Khwarizmi.

The purpose of the ongoing preliminary archaeological investigation is to provide initial documentation and prepare a feasibility report for developing the site as one of the major tourist destinations in the valley. According to Dr Hameed and his team, surface study of the fort such as the method of construction, shape of houses, the size of stones used, and artifacts from the past, do not support the existing theory about the site as 5000 old. He said all the pieces of evidence shall be analyzed by the professionals in order to determine the date and period of the Taluja Fort.

In pursuance of the vision of the Prime Minister of Pakistan to develop heritage tourism in the country, Punjab University has always been playing an important role in providing better documentation and comprehension of our glorious heritage. PU Vice Chancellor Prof Niaz Ahmad has assigned the task to the team of archeologists under the supervision of Dr Muhammad Hameed.

The fort is a significant historical and archeological site which if properly explored and developed will be established as an important part of Pakistan’s cultural heritage. The site has rich tourism potential and it can generate huge revenue for the country. The development of the site will also provide more opportunities to explore and highlight the archeological, historical, geological, environmental, and natural beauty of the Soon Valley.
