Sindh High Court Fines Karachi Development Authority for Delayed Response

KARACHI: The Sindh High Court (SHC) has imposed a Rs50,000 fine on the Karachi Development Authority (KDA) for failing to file a timely response to a petition concerning commercial activities on an amenity plot in Kathiawar Society, Adamjee Nagar, Karachi. This decision came after multiple reminders to the KDA to address the allegations.

The petition, identified as CP-D1082/2025, was filed by Altaf Shakoor of the Pasban Democratic Party (PDP). It contested the construction of a school on a plot originally designated for a diagnostic center. The plot had been rented to Bay View Junior School, allegedly for Rs50,000 per month, with a 10 percent monthly rent increase, which the petition claims is indicative of commercial use contrary to the plot’s allocation.

A division bench, consisting of Justice Zulfiqar Ali Sangi and Justice Abdul Hameed Bhurgri, presided over the case. During the hearing, KDA’s legal representatives once again failed to submit their reply and sought an extension. The Sindh Building Control Authority (SBCA) also did not provide their response.

Expressing dissatisfaction, the court noted that similar requests for more time had been made in previous hearings. The bench issued a warning that failure to respond by the next hearing would lead to the summoning of senior officials from both KDA and SBCA to appear in person.

Following the court proceedings, PDP’s Altaf Shakoor addressed the media, emphasizing that commercial activities on amenity plots violate citizens’ rights. He affirmed his party’s commitment to opposing such practices and ensuring that the plots serve their intended community purpose.
