Shangla: Voter registration in Shangla has reached 52% of the district's estimated population for 2025, according to the latest data released by the Election Commission of Pakistan (ECP). This figure is slightly below the national voter registration ratio of 54%, as detailed in a press release.
According to Free and Fair Election Network, the statistics were compiled using district-wise electoral roll data released by the ECP on December 30, 2025, and cross-referenced with population estimates from the 2023 Digital Census. These estimates apply a 2.71% inter-censal annual growth rate to Shangla’s census base population of 891,252, resulting in an estimated 2025 population of 940,212. The voter registration rates are calculated based on this estimated population.
The district has a total of 487,839 registered voters, comprising 257,921 males and 229,918 females. Male voter registration stands at 53% of the estimated population, while female registration is at 51%. Nationally, Shangla ranks 87th out of 136 districts by population size and is represented by one Member of the National Assembly. In terms of voter registration rate, it ranks 71st nationally and 26th within Khyber Pakhtunkhwa.
The below-average voter registration rate in Shangla is attributed to the dynamics of census enumeration in districts that experience in-migration from surrounding areas. Often, in-migrants counted in Shangla retain their voter registration in their original localities. In some regions of Khyber Pakhtunkhwa, this effect is further compounded by security-related or economic displacement, where populations counted temporarily may remain registered in their districts of origin.
Female voters account for 47.1% of the registered electorate, indicating a moderate gender gap of 5.7%. The report emphasizes the importance of targeted registration outreach for women in Shangla to address this gap before the next general elections.
