NA-239 Election Results Highlight Limited Voter Support for Winning Candidate

Karachi: In the General Elections of 2024, the Member of the National Assembly (MNA) elected from NA-239 Karachi South-I garnered 40,027 votes, which constituted 30% of the 131,786 ballots cast, but only 9% of the 422,081 registered voters in the constituency. Under Pakistan's First-Past-The-Post (FPTP) electoral system, a candidate needs only the highest vote share to win a seat, not an outright majority.

According to Free and Fair Election Network, the Final Consolidated Result (Form-49) indicated that voter turnout was 31%. Despite the victory, the winning candidate did not secure the support of the majority of voters who cast ballots on February 8, 2024, as 89,195, or 68%, voted for other candidates.

The runner-up obtained 28% of the ballots cast, the third-placed candidate received 17%, and the remaining candidates collectively secured 22% of the votes. Additionally, 2,564 ballots, or 2%, were declared invalid.

This analysis is part of FAFEN's constituency-wise assessment of electoral representativeness across Pakistan's 266 National Assembly constituencies. Under the FPTP system, the candidate with the highest vote total wins the seat, irrespective of majority support. FAFEN's data highlight that this often results in elected members not having majority backing in many constituencies. In contrast, a proportional representation system would allocate seats based on vote shares, ensuring broader voter preferences are reflected. Pakistan's GE-2024 data exemplify the gap between votes cast and representation in the National Assembly constituencies.
