Musakhel Voter Registration Lags Behind National Average, Reveals Report

Musakhel: The voter registration rate in Musakhel stands at 42% of its projected 2025 population, which is 12 percentage points lower than the national average of 54%. This statistic, derived from district-wise electoral roll data released by the Election Commission of Pakistan (ECP), highlights a significant gap in voter registration within the district compared to national figures.

According to Free and Fair Election Network, the figures are based on the ECP's data cross-referenced with population estimates from the 2023 Digital Census. The estimated 2025 population of Musakhel is 187,599, applying a 1.45% annual growth rate to the 2023 census base population of 182,275. Registration rates were calculated by dividing the number of registered voters, totaling 78,894, by this estimated population.

Musakhel ranks 109th in voter registration rate nationally and 14th within Balochistan out of 34 districts. The district's registered voters comprise 44,162 males and 34,732 females, with males accounting for 56% of the registered electorate and females 44%. Among the estimated male population, 44% are registered voters, whereas only 39% of the female population is registered, reflecting a substantial gender gap.

The primary reason for Musakhel's lower registration rate is the gender disparity, with 9,430 fewer female voters than male voters. Unlike larger cities, where census enumeration affects registration ratios, Musakhel's gap is due to genuine non-registration, with women listed in the census not appearing on electoral rolls.

Structural barriers such as restricted mobility, lower female CNIC penetration, and social constraints on civic participation contribute to this issue. The report suggests that deploying mobile NADRA units and consistent outreach by the ECP through community networks are critical to addressing this gap ahead of the upcoming general elections.
