Peshawar: The Free and Fair Election Network (FAFEN) has recommended legal and institutional reforms to enhance the effectiveness of the Khyber Pakhtunkhwa Right to Information Act, 2013. The organization aims to transform the province's framework into a robust mechanism for proactive disclosure and public accountability.
According to Free and Fair Election Network, the policy brief titled "From Pioneer to Performer: Making Khyber Pakhtunkhwa's Right to Information Act Work Against Disinformation" urges the Provincial Assembly and government to initiate reforms. The brief is part of FAFEN's campaign against disinformation, advocating for enforced and accessible publication of official information as a countermeasure.
The initiative highlights that despite being the first province to enact such a law, the Khyber Pakhtunkhwa Act has not achieved its full potential. FAFEN's 2025 assessment found that provincial public bodies disclosed only 57 percent of legally required information on average. The report identifies weaknesses like definitional ambiguities, weak enforcement, and lack of standardized disclosure formats.
FAFEN suggests amendments to expand the Act's scope to cover all entities receiving public funds. It also calls for enhancing the independence of the Information Commission and establishing a dedicated fund for its financial autonomy. Additionally, the introduction of digital tools and standardized disclosure formats is recommended to improve transparency and consistency in public information dissemination.
