PIMA seeks immediate withdrawal of NLE

Islamabad, October 02, 2021 (PPI-OT): Pakistan Islamic Medical Association (PIMA) has demanded the immediate abolition of the National Licensing Examination (NLE) proposed by the Pakistan Medical Commission and immediate redressal of grievances of pre-medical students regarding NMDCAT. PIMA urged the Pakistan Medical Commission to act as a regulatory body rather than an examining board and regulate the excessively high fees structure, induction of medical students, lack of faculties and resources in private medical colleges and attached teaching hospitals. It seems that PMC has opened the gate of the corporatization of health care system of Pakistan leaving the health of the people of Pakistan at the hands of private mafia.

This was stated by President PIMA Dr. Khubaib Shahid while addressing in a press conference at Lahore Press Club on Saturday accompanied by Director PIMA Relief Dr. Muhammad Afzal Mian, President PIMA Lahore Dr. Muhammad Hamayun and Dr. Waqas Ahmad. Dr. Khubaib Shahid said that Pakistan Medical Commission lacks of Transparency, Merit, Accountability and Regulatory Function.

In the current structure of PMC, there are a few individuals empowered who are not democratically elected rather handpicked. They don’t have the required eligibility, capacity, vision and planning for this position. Even the non-doctors are members of this eight-membered PMC executive board which is surprising as professionals in the world themselves regulate their respective regulatory bodies through the democratic process. In principle, any law is implemented in a prospective way whereas the current law of the PMC has been enacted retrospectively.

He further said that PMC had decided to conduct a single national online NMDCAT exam in different batches spreading over a whole month without proper preparation. As a result, multiple gross issues are being reported including power and internet failures, out of syllabus questions, delays in results, issues in scrolling forward or backward the questions, during marking the answers, faulty Tabs etc. No uniform difficulty index and standardization were ensured by PMC as the prime aspect of online exam.

This has produced credibility issues raising questions on merit and transparency. Moreover, no transparency is ensured in rechecking the results. PMC has been badly failed in conducting NMDCAT owing to its corruption, management failure, technology failure, incompetence, lack of transparency and merit resulting in bleaking the future of the cream of the nation’s students.

PIMA President added that according to this law, after five years of day and night hard work, strenuous and very detailed series of written, oral and clinical examinations, medical students will have to take another National Licensing Exams (NLE) after house job. The modern world is progressing towards a minimal and effective evaluation system but PMC is increasing the ineffective low standard burden of exams in addition to an already extensive evaluation and examination system.

It also shows distrust on the credibility, standard and effectiveness of the existing evaluation system being used by medical colleges of Pakistan for decades that has produced highly qualified doctors working around the globe. An exam without any reward has no meaning and should be abolished immediately or implemented in a prospective way with additional reward in terms of induction in post-graduate training.

Dr. Khubaib informed that PIMA conducted two webinars on “Pakistan Medical Commission apprehension and Expectations” bringing all stakeholders together on a single platform for dialogue and consultation at the national level. These webinar meetings were richly attended by the Vice-Chancellors/Principles of various public and private sector medical universities as well as PMC officials including its President. Dr. Arshad Taqi, President PMC, promised that PMC will consult with all the medical fraternity representatives, institutions and medical colleges and come up with the consensus document but it’s still an unfulfilled promise.

He further demanded that all private medical colleges are made responsible to ensure all the required facilities and faculties required by a teaching hospital and ensure the house job and post-graduate training of all its students. Furthermore, these private colleges and hospitals should be included in CIP as public-private partnership. To make such arrangements to make all district headquarter hospital as teaching hospitals and remove all hurdles in post graduate training processes and facilitate and encourage the post-graduate training programs, he added. Further private medical colleges registration and enrolment in foreign medical colleges should be banned for a considerable period of time.

Life support training to the general public in mosques

Islamabad, October 02, 2021 (PPI-OT):Under the ‘Lifesavers project’ of Pakistan Islamic Medical Association (PIMA), doctors provided Basic Life Support (BLS) training in as many as 189 mosques in 40 cities of Punjab, Khyber Pakhtunkhwa, Sindh and Azad Kashmir on Saturday, 25th September 2021. The general public was taught about basic life support that can be provided for any victim of sudden cardiac or respiratory arrest and heart failure, especially where basic facilities are not available to save a precious life.

According to a press release issued by PIMA Centre on Saturday, thousands of people benefited from these BLS sessions. These training sessions happened at 84 places in Punjab, 42 in Sindh, 37 in Khyber Pakhtunkhwa and 5 in Azad Kashmir. PIMA Female Wing also arranged these workshops for women and female students at 4 places each in Lahore and Islamabad; 3 each in Karachi, Peshawar and Rawalakot and 1 in Faisalabad.

PIMA experts told the audience that heart diseases have become the leading cause of death worldwide including Pakistan where according to the World Health Organization (WHO) data, an alarming increase has been seen in deaths due to heart attacks, heart failures and other cardiac ailments, resulting in a bewildering 46 deaths with every passing hour.

Three years ago, only 12 people were dying due to heart diseases per hour but only in a matter of three years, the figure has alarmingly increased fourfold and now 46 people are dying due to heart attacks in Pakistan. Many lives can be saved with simple Cardio Pulmonary Resuscitation (CPR). This is a procedure to maintain heart activity, circulation of blood and respiration in an affected person while he is being transferred to the proper hospital facility. Experts trained the general public on practical steps of basic life support in these workshops.

BLS Workshops at Khyber Pakhtunkhwa 

Peshawar, September 25, 2021 (PPI-OT):PIMA Khyber Pakhtunkhwa has arranged four (4) BLS Workshops for doctors at Swat, Peshawar and Abbottabad to provide life-saving training according to the protocols of American Heart Association. These workshops were held at Swat Medical College on 17th of September; Saidu Teaching Hospital Swat on 18th of September; Kuwait Teaching Hospital, Peshawar on 20th of September and Ayub Teaching Hospital Abbottabad on 22nd of September.

PIMA volunteer doctors attended these workshops in large numbers, who would then go on to deliver BLS sessions to the general public in Masajid on World Lifesavers Day, 25th September 2021. Moreover, Trainers covered all aspects of BLS including airway management, use of defibrillator and CPR compression.

PIMA concern over mismanagement in MDCAT exam 

Islamabad, September 17, 2021 (PPI-OT):Central President of Pakistan Islamic Medical Association (PIMA) Dr Khubaib Shahid has expressed deep concern over the mismanagement in the Medical Admissions exam (MDCAT), saying it was a question mark over the performance of Pakistan Medical Commission. “Any such move without improving the infrastructure should be avoided as it puts the future of students at stake”, he added.

PIMA president in a statement on Friday, said that yesterday, a glitch in the online system made it impossible for students to take the exam. The government should also take notice of reports of corruption in the agreement between the PMC and the contractor to conduct the MDCAT exam.

He further said that the PMC has failed to address the concerns of the medical community since its inception. Every step made by PMC created new controversy in the medical field. Unfortunately, the establishment of the PMC is a unique example where rules and regulations are being determined and enforced by non-professionals.

Dr Khubaib Shahid said that PIMA and other doctor’s organizations have been calling for a national dialogue on the commission from day one but PMC is taking a non-serious approach and as a result there is a growing concern in the medical community. On the other hand, despite strong reservations and demonstration by young doctors and medical students, the National Licensing Examination (NLE) has been enforced. We as doctors’ representative body understand that this test is an additional burden on the students and is tantamount to mistrust of the previous examination system as well.

Action against doctors and medical students condemned 

Islamabad, August 31, 2021 (PPI-OT):Pakistan Islamic Medical Association (PIMA) condemns the recent use of force by the police against a peaceful protest of doctors and medical students regarding National Licensing Exam (NLE) at Lahore. “The imposition of the National Licensing Exam by the Pakistan Medical Commission on local graduates is a mistrust of its own approved medical universities.”

President PIMA Punjab Dr Shabbir Ahmed, General Secretary Dr Iftikhar Burney and President PIMA Lahore Prof Muhammad Humayun said in a joint statement on Saturday that the use of force against the medical community is shameful as it risks its life in the Corona pandemic to treat citizens on the front line.

We strongly believe that the government should take all the stakeholders on board regarding any policy change. We hope that the concerned authorities would resort to dialogue with representative bodies of doctors and medical students rather than physical assault to amicably resolve this issue. PIMA demanded the government to initiate a process of consultation with all stakeholders in the interest of public health and formulate a consensus strategy for medical reform to ensure better health of the people.
