Sindh PA leaves entire agenda unaddressed amid opposition’s protest 

Islamabad, February 14, 2022 (PPI-OT):The Provincial Assembly of Sindh was adjourned on Monday without addressing agenda amid the Opposition’s protest, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.

Following are key observations of the House proceedings during the second sitting of 26th session:

Members’ Participation

The House met for an hour and eight minutes; however, the proceedings remained suspended for 21 minutes due to prayer break.

The sitting started at 04:20 pm against the scheduled time of 02:00 pm.

The speaker presided over the entire proceedings.

The deputy speaker was also present.

The leader of the house (chief minister) did not attend the sitting.

The leader of the opposition attended the entire sitting.

As many as 60 MPAs (36 percent) were present at the outset and 63 (38 percent) at the adjournment of the sitting.

The parliamentary leaders of PPPP, PTI, TLP, MQMP and MMAP attended the proceedings.

Six out of nine minority lawmakers attended the proceedings.

Output

The House did not consider legislative business, a report of standing committee and eight audit reports.

Representation and Responsiveness

The House did not take up seven calling attention notices, an adjournment motion and a privilege motion.

Only one out of five starred questions were taken up while lawmakers asked five supplementary questions as well.

Order and Institutionalization

Six lawmakers spoke on points of order for 12 minutes.

Lawmakers belonging to PTI, GDA and MQMP protested for eight minutes against killings in Nawabshah over property dispute.

The House was adjourned to meet again on Tuesday, February 15, 2022 at 10:00 am.

Transparency

‘Orders of the Day’ was available to the legislators, observers and public.

The attendance of lawmakers was not available to the media and observers.
