Peshawar Voter Registration Rate Falls Below National Average

Peshawar: Peshawar's voter registration rate is currently at 45% of its estimated 2025 population, which is nine percentage points below the national average of 54%. This discrepancy highlights the challenges faced by the city in aligning with national voter registration trends.

According to the Free and Fair Election Network, these statistics were derived from the electoral roll data released by the Election Commission of Pakistan (ECP) on December 30, 2025. The figures are based on population estimates from the 2023 Digital Census, adjusted with an annual growth rate of 1.58%. Peshawar's estimated population for 2025 is 4,910,327, with 2.2 million registered voters, consisting of 1.2 million males and 1.0 million females.

Peshawar ranks 8th in population size among Pakistan's 136 districts, but it stands at 101st in voter registration rate nationally and 32nd out of 35 districts in Khyber Pakhtunkhwa. The lower registration rate in Peshawar is attributed to urban migration patterns, where in-migrants counted in the census remain registered in their original districts. This situation impacts the voter-to-population ratio, as these individuals are counted in Peshawar's population but not in its voter rolls.

The data also reveals that female voters make up 45.3% of the registered electorate in Peshawar. To address this, targeted voter registration campaigns for women are suggested to improve participation ahead of future elections.
