According to Free and Fair Election Network, the data originates from the Election Commission of Pakistan's district-wise electoral roll statistics published on December 30, 2025. These statistics are cross-referenced with population estimates from the 2023 Digital Census. Mansehra's population for 2025 is estimated at 1,885,949, based on an annual growth rate of 2.44% applied to the 2023 census base. The district has 1.2 million registered voters, split between 620,926 males and 548,781 females, reflecting a gender distribution of 53.1% male and 46.9% female registered voters.
Mansehra ranks 50th in population size among Pakistan's 136 districts and holds the 15th position nationally for voter registration rates, ranking 5th within Khyber Pakhtunkhwa's 35 districts. The district is represented by one full National Assembly constituency and shares another with an adjoining district.
The higher-than-average voter registration rate is partly due to the 2023 Digital Census rules, which excluded household members absent for over six months from being enumerated at their home address. Additionally, individuals who moved were recorded at their current location, not their original household. This, coupled with labor migration trends, where many residents have moved to urban centers or abroad, has resulted in a smaller population denominator while voters remain registered based on their permanent addresses.
