Pakistan Peoples Party asks Election Commission of Pakistan to remove contradiction in draft amendments in Election Rules 2017

Islamabad, October 07, 2023 (PPI-OT): Secretary General Pakistan Peoples Party, Syed Nayyer Hussain Bokhari through a letter addressed to the Secretary of the Election Commission of Pakistan has expressed his reservations over the draft amendments in the Elections Rules 2017 published by the Commission on 22 September 2023. The ECP had asked for suggestions and objections on the amendments by 7 October 2023.

Secretary General PPP has expressed serious concern on a condition imposed in the proposed Form-68 that requires the contesting candidates to provide the total election expenses under campaign finance (under section 211(2) of the Elections Act, 2017) made by a party. He also observed that sub-rule (3) of rule 161 requires the political parties to submit the details of election expenses within sixty days of the publication of the names of returned candidates in the official gazette, but Form-68 requires the contesting candidates to provide the total election expenses under campaign finance (under section 211(2) of the Elections Act, 2017) made by a party within ten days of polling day (in case of returned candidate) and within thirty days (in case of all other contesting candidates) as per sections 98, 124 and 134 of the Act.

Syed Nayyer Hussain Bokhari wrote that this is a contradiction and an impossibility, as the contesting candidates cannot provide the information that is not yet available from their respective parties. He requested of the ECP to omit the column in Form-68 that requires “Total election expenses under campaign finance (under section 211(2) of the Elections Act, 2017) made by a party”.

Afghanistan penalised for slow over-rate in first ODI against Sri Lanka

Dubai, June 04, 2023 (PPI-OT): Afghanistan have been fined 20 per cent of their match fee for maintaining a slow over-rate against Sri Lanka in the first ODI in Hambantota on Friday. Ranjan Madugalle of the Emirates ICC Elite Panel of Match Referees imposed the sanction after Hashmatullah Shahidi’s side was ruled to be one over short of the target after time allowances were taken into consideration.

In accordance with Article 2.22 of the ICC Code of Conduct for Players and Player Support Personnel, which relates to minimum over-rate offences, players are fined 20 per cent of their match fee for every over their side fails to bowl in the allotted time. Hashmatullah pled guilty to the offence and accepted the proposed sanction, so there was no need for a formal hearing.

On-field umpires Nitin Menon and Prageeth Rambukwella, third umpire Michael Gough and fourth umpire Lyndon Hannibal levelled the charge.
