Islamabad: Sessions of both Houses of Pakistan's Parliament have been summoned to address the issues of Governor's Rule and the state of emergency in Khyber Pakhtunkhwa, in line with constitutional provisions.
According to Pakistan Peoples Party, Syed Nayyer Hussain Bukhari, Secretary General of Pakistan Peoples Party Parliamentarians, stated that under Article 232 of the Constitution, any emergency proclamation requires parliamentary approval within a specified timeframe. The matter is to be presented to a joint sitting of Parliament within 30 days, adhering to constitutional requirements for approval and continuation.
Bukhari highlighted that Article 234 also mandates parliamentary oversight for proclamations related to the failure of constitutional machinery in a province. The continuation of Governor's Rule must follow the prescribed approval process and is limited to a maximum duration of six months.
He mentioned that the continuation of emergency measures should be contingent on the prevailing conditions in the province. If peace and normalcy are restored through effective measures against terrorism, the necessity for such measures should be re-evaluated in accordance with the Constitution.
Bukhari stressed that democratic parties are not in favor of prolonging emergency measures beyond necessity. He underscored the importance of maintaining decisions about the province's administration within constitutional and parliamentary boundaries.
Bukhari criticized the previous provincial government's focus on securing the release of the PTI founder, alleging it came at the expense of governance and addressing public concerns. He argued that the provincial government's inadequate response to law-and-order issues has contributed to the current situation.
He reiterated that restoring peace, combating terrorism, and ensuring citizen protection must remain priorities, with all actions aligned with constitutional and democratic principles.
