Larkana’s Voter Registration Rate Falls Below National Average

Larkana: Larkana’s voter registration rate is 48% of its estimated 2025 population, which is six percentage points below the national average of 54%. According to Free and Fair Election Network, the data comes from district-wise electoral roll statistics released by the Election Commission of Pakistan on December 30, 2025, and cross-referenced with population estimates from the 2023 Digital Census. The 2025 population estimate used a 2.7% inter-censal annual growth rate applied to Larkana’s census base population of 1,784,453, resulting in an estimated population of 1,882,113. The registration rates were calculated by dividing the number of registered voters by this estimated population.

Larkana has a total of 910,527 registered voters, comprising 486,652 males (53.4%) and 423,875 females (46.6%). Among males, 49% of the estimated population is registered, while among females, 47% are registered. By population size, Larkana ranks 51st out of 136 districts nationally and is represented by two Members of the National Assembly. However, by voter registration rate, Larkana ranks 92nd nationally and 23rd of 30 within Sindh.

The below-average registration rate in Larkana is attributed to the census enumeration pattern prevalent in rural Sindh. During the census, in-migrants from adjacent villages and smaller districts are counted in Larkana but remain registered as voters in their original locations. This results in an inflated population denominator without a corresponding increase in the local voter roll. The effect is more significant in areas with ongoing internal migration towards the district headquarters.

Female voters make up 46.6% of the registered electorate, indicating a gender gap of 6.9%. Targeted registration outreach for women is suggested as a priority before the next general elections to address this gap.
