According to Free and Fair Election Network, Balochistan's history of armed insurgency and the logistical difficulties of conducting elections in remote areas have contributed to its low turnout rates. Despite being the largest province by area, Balochistan remains the least populous and has the smallest electorate across all four provinces, a pattern consistent in all twelve election cycles since 1970.
The 1997 elections saw 28,399 ballots rejected, accounting for 4% of the total votes cast, a rejection rate that has historically been the highest among Pakistan's provinces. This is partly due to lower literacy rates and the administrative challenges of organizing elections in the province's sparsely populated regions. While Balochistan's electorate has grown significantly over the decades, its turnout rates have not seen a proportional increase, with historical highs and lows fluctuating between 44.6% in 1970 and 19.3% in 1977.
