ISLAMABAD: President Asif Ali Zardari, following a recommendation from Prime Minister Muhammad Shehbaz Sharif, has sanctioned an ordinance designed to shield the surveillance infrastructure of Islamabad Capital Territory’s Safe City project. The ordinance addresses the protection and potential compensation for any harm inflicted on the Safe City cameras and systems throughout the region.

According to Pakistan Peoples Party, this legislative move allows for the imposition of financial penalties on individuals or groups responsible for damaging, instigating, or encouraging damage to the surveillance equipment. A fine of up to Rs2 million may be levied per damaged camera or piece of infrastructure. Additionally, organizers of public events such as rallies, processions, protests, and strikes could be held accountable for any resulting damage to the surveillance infrastructure.

The ordinance outlines that an authorized officer will evaluate the extent of damage and determine the corresponding fines, providing the involved parties the chance to contest the decision. Those wishing to appeal the officer’s determination can present their case to the District and Sessions Judge in Islamabad within a 30-day window. In instances where fines remain unpaid, the ordinance specifies that the amount may be pursued as arrears of land revenue. Recovered funds are designated for repairing and replacing the Safe City surveillance apparatus.
