DUKI: Duki, a district in Pakistan, has only 30% of its estimated 2025 population registered to vote, falling 24 percentage points below the national average of 54%.
According to Free and Fair Election Network, this disparity stems from district-wise electoral roll statistics released by the Election Commission of Pakistan on December 30, 2025. These figures are cross-referenced with population estimates from the 2023 Digital Census. The district’s voter registration includes 67,596 individuals, with male registration at 32% and female registration at 27% of their respective populations. Duki ranks 126th out of 136 districts nationally by population size and 125th by voter registration rate. Within Balochistan, it ranks 26th out of 34 districts.
A significant gender gap contributes to this low registration rate, with women comprising only 43.2% of the registered voters—9,236 fewer than their male counterparts. Structural barriers such as restricted mobility, lower female CNIC penetration, and social constraints on civic participation hinder women’s registration. Unlike the census enumeration effect seen in larger cities, Duki’s registration gap reflects genuine non-registration, with women counted in the 2023 census not adequately represented on the electoral roll.
Efforts to address this issue include the deployment of mobile NADRA units and sustained outreach by the Election Commission of Pakistan through community networks in Duki, aiming to close the gender gap in voter registration ahead of the next general elections.
